Gilley Counsel for West Fiber LLC BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF WEST FIBER LLC ) APPLICATION FOR APPROVAL ) WFL-T-25-0 AS A COMPETITIVE LOCAL EXCHANGE ) CARRIER IN THE STATE OF IDAHO ) Request for Extension On August 22, 2025, the Idaho Public Utilities Commission ("Commission") issued Order No. 36734 in this matter. Through that Order, the Commission issued Werst Fiber LLC ("West Fiber") a Certificate of Public Convenience and Necessity ("CPCN") to operate as a competitive local exchange carrier("CLEC") in the State of Idaho, subject to the conditions set forth in the Order. Per the Order, various compliance filings were required to be filed with the Commission indicating the number of basic local exchange customers the West Fiber had as of each filing.These filings were required to be filed on September 12, 2025,December 12,2025, and March 12, 2026. The Order also required West Fiber to certify that it had subscribers in Idaho by March 12, 2026. West Fiber timely filed each of the compliance filings, but as of today, does not yet provide basic local exchange services in Idaho. A West Fiber representative has met by phone several times with Idaho Telecom Staff to discuss possible alternative solutions for West Fiber in lieu of the Commission revoking its CPCN due to a lack of subscribership. As explained to Staff representatives, Ripple Fiber, the parent of West Fiber,is certified as a CLEC in 18 states,currently operates in 8 states(North Carolina, South Carolina, Massachusetts, Florida, Illinois, Michigan, Colorado and Washington), and is actively building its fiber optic networks in several other states. West Fiber's build plan for Idaho remains in progress but is not yet ready for deployment. As a result of its discussion with Staff,West Fiber files this Request for Extension to provide basic local exchange services in Idaho to December 31, 2026 to better accommodate West Fiber's build plans. In advance of the extension date,West Fiber agrees to provide compliance updates at regular intervals as directed by the Commission. For the foregoing reasons, West Fiber respectfully requests that the Commission grant this Request for Extension for West Fiber to provide basic local exchange services in Idaho by December 31, 2026.
