SUBJECT: IN THE MATTER OF ALL WEST COMMUNICATIONS' NOTICE TO
OPERATE AS AN "OTHER TELECOMMUNICATIONS SERVICE
PROVIDER"; CASE NO. ALW-T-25-01.
On December 17, 2025, All West Communications ("Company) submitted an Application
of Intent ("Notice") with the Idaho Public Utilities Commission("Commission") to operate as an
"Other Telecommunications Service Provider"within the State of Idaho.
STAFF ANALYSIS
Commission Staff ("Staff') reviewed the Notice and attached Exhibits. In the filing
submitted on December 17, 2025, the Company provided notice to the Commission stating that it
intends to operate as an "Other Telecommunications Service Provider" in the State of Idaho.
Notice at 1. The Company stated in the Notice that it intends to provide high-speed fiber-optic
internet services to residential and business consumers in the Boise area. Id. at 2. Exhibit B. Staff
sent a Production Request on April 1, 2026, to verify the services being offered in Idaho. In the
Company's response it stated that it will be offering VoIP services.A Certificate of Existence from
the State of Idaho Office of the Secretary of State was included in the Notice. Exhibit A.
Additionally, the Company submitted a registration form or notice form for the Commission.

Staff noted that the Company is not requesting a Certificate of Public Necessity or an
Eligible Telecommunication Carrier status in this Notice.

RECOMMENDATION
Staff recommends that the Commission acknowledge the Notice submitted by the
Company.
