Please provide a single map of the locations for each of the transmission investments described in Mr. Cox’s Direct Testimony, including substation rebuilds (e.g., West Side Phase 1, etc.).
RESPONSE:
The transmission investments described in Mr. Cox’s Direct Testimony are described at the “business case” level, where business cases aggregate expenditure requests (ERs) and budget items (BIs). Each business case includes at least one ER and each ER includes at least one BI. Therefore, a business case may comprise a single project (one ER and one BI) or multiple projects (various combinations of ERs and BIs). Staff_PR_102 Attachment A illustrates the ERs and BIs associated with the given business cases included in Mr. Cox’s direct testimony. This table serves as an index that will facilitate cross-referencing for identification of projects on the map, as well as cross-referencing in the Company’s response Staff_PR_103 and Staff_PR_104.
Staff_PR_102 Attachment B is a “.kmz” file (Google Earth files) that together depict planned transmission investments across Avista’s transmission system (this electronic presentation enables geographic illustration on a single map). Opening each of these files in a single instance of Google Earth will provide a single map containing transmission projects. Finally, Staff_PR_102 Attachment C provides an index between project names (including ER and BI information, which can be cross referenced to Mr. Cox’s direct testimony using the aforementioned Staff_PR_102 Attachment A) and their associated numerical index on the map.
In addition to the projects listed in Staff_PR_102 Attachment C, locations for Westside Rebuild Phase One, South Region Voltage Control, and for the Kamiah, South Lewiston, Dalton, and Little Falls substation rebuilds have been added to the map.
Please note that the map does not include locations for certain business cases—these business cases include:
“SCADA – System Operations and Backup Control Center” and “SCADA Completion,” which entail SCADA control work encompassing multiple locations;
“Environmental Compliance” and “Tribal Permits and Settlements,” which are generally intangible franchise agreements (i.e., not represented in physical space);
“Storms (Transmission),” which is driven by storm activity and specific locations are not identified until a storm event occurs; and
“Substation – Capital Spares” and “Substation – Asset Mgmt. Capital Maintenance,” which are programs that may address investment across all substations.
