Scope:
2015-2016 and 2016-2017 construction (phases 2 and 3) of 2014-2016 project.
This project is intended to upgrade/rebuild Avista’s 26 mile section of the Benton – Othello Switching Station
115kV Transmission Line with conductor capable of a continuous 120 MVA loading (205 MVA limit capacity).
The reconductor/rebuild will include a crossing of the Columbia River. Planning studies show overloading of the
existing transmission lines thermal rating during specific outages in Grant PUD's Transmission System.
The Construction window for phases 2 and 3 will straddle fiscal years 2015-2016 and 2016-2017, with
construction tentatively scheduled for December 2015 through March of 2016, and November 2016 through
March 2017. A significant portion of phases 2 and 3 are on federally owned property, complicating the permitting
process.

Scope:
2016: Phase 3 design and procurement.
2017: Phase 3 construction.
This project is intended to rebuild 65% of the Devil's Gap to Lind 115kV line with new steel structures. Replace
all larch on the line, and those cedar structures needing replacement or repair based on condition assessment from
the last inspection in 2009. While no load growth or planning projects are expected in the near future, this line
requires extensive repair and replacement work. Over half of the line's structures are larch wood material, now
at the end of its expected service life. Also, the area subject to recurring ice loading failures will be addressed.
2016-2017 work will address the area from a point south of Sprague to a point near Reardan.

Scope:
2016 construction phase of project.
This project is intended to upgrade/rebuild a 4.25 mile portion of the 9th & Central-Sunset 115kV Transmission
Line Southeast Substation and the Glenrose Tap. This existing 250Cu 19 Strand conductor section will be
upgraded with new steel structures capable of an OPGW overbuild and a 795 ACSS “Drake” conductor capable
of 314 MVA capacity at 200 degrees C. Additionally, Minor rebuild and LiDAR Line Rating Mitigation work
will be performed at various locations between 9th & Central and Sunset Substations.
Future project phases will address rebuilding of the 2.75 mile 250Cu 19 Strand conductor section adjacent to
Sunset Substation.

Phase 1 work will address the 2-mile line section between Irvin and Millwood Substations. Phase 2 work will
address the 5-mile line section between Beacon and Millwood Substations.

Scope:
Phase 4 (2016) is intended to upgrade/rebuild an 8-mile portion of the Bronx-Cabinet 115kV Transmission Line
between Bronx Substation and a point approximately 1-mile east of Oden Substation. The existing smaller
capacity conductor will be replaced with the higher capacity 795 ACSS “Drake” conductor to alleviate (based on
planning studies) thermal overloads. New weathering steel structures will be installed over the 8-mile section to
support the 795 conductor and an OPGW shield/communications wire.

Scope:

This project is intended to rebuild the existing Noxon Rapids 230 kV Switchyard due to the present age and
condition of the equipment in the station. The station is the interconnection point of the Noxon Rapids Hydro
Electric Dam as well as a principal interconnection point between Avista and BPA, and as such is a significant
asset in the reliable operation of the Western Montana Hydro Complex.
