Comment: "We submit comment in opposition to the proposed rate adjustment [increase].
Our grounds for opposition lie primarily in the nature of the proposed rate increase: It funds
Avista's Electric Energy Efficiency Programs, which reward some customers at the expense
of others. Many Avista customers have neither the capabilities nor desire to participate in
the EEPs.This is often due to either budget constraints, or to the incompatible features of
their homes/properties.
If Avista wants to run an incentives program, it ought to do so out of its own bottom line, not
ours.
Furthermore, it is common knowledge that regional energy providers are incentivized to
push local consumption down, as they sell surplus energy at a massive premium to
markets such as California.
Ultimately, this rate increase burdens one (often less affluent) swath of customers in order
to reward a different (often more affluent) swath,while Avista cuts its local operational
costs and simultaneously realizes significant profit in external markets.We are not against
profit. But this current scheme is wholly inappropriate."
