NEWS RELEASE: Electric utility submits application seeking certificates of public convenience
and necessity for power plant projects.
BOISE (April 7, 2026)—Idaho Power has submitted an application to the Idaho Public Utilities
Commission seeking certificates of public convenience and necessity for two natural gas-fueled
power plants that will help the utility offset a growing demand for energy.
The utility is proposing to build the South Hills Power Plant in Twin Falls County and the
Peregrine Power Plant in Elmore County. The South Hills plant is designed to provide 222
megawatts of electricity. Idaho Power plans to begin commercial operation of the plant on June
1, 2029. The Peregrine plant is planned to be built in Elmore County and is designed to provide
430 megawatts of electricity. Commercial operation of the plant is planned to begin on June 1,
2030.
The utility said the natural gas-fueled plants are needed to offset capacity deficits that begin in
2029. Idaho Power also said it determined that the power plants are the least-cost, least-risk
options that are capable of addressing the capacity deficits.
If granted by the Commission, the certificates of public convenience and necessity will allow
Idaho Power to move forward with the construction of the power plants.
