RESPONSE: Avista Consumer Affairs Program Manager is responsible for the oversight of the partnership and activity of CAP Community Education Specialist and has outlined the following program explanation for governing all supportive activity for the Conservation Education program: Energy efficiency and conservation outreach includes activities that seek to heighten awareness about efficient energy use management and methods for conserving energy. Additionally, outreach activities can include promoting the availability of assistance programs for eligible customers. Energy efficiency and conservation education includes activities that seek to change behavior for improved efficient and conservative use of home energy services. The Program Manager is responsible for monitoring CAP program performance for efficiency and effectiveness in reaching Avista Idaho customers. Additionally, the CAP Community Education Specialist confers regularly with the Avista manager on energy conservation and efficiency education and outreach program refinements. Avista conducts periodic in-person and telephone meetings with the CAP Community Education Specialist to discuss and review their annual conservation education and outreach plan for reaching Avista Idaho customers through the agency’s high, medium and low-touch approaches and the materials and information that is being delivered and distributed. The CAP Community Education Specialist is also invited to partner with Avista at energy fairs and mobile outreach events. At these events the Community Education Specialist can observe Avista staff as they educate event attendees on energy saving tips and practices.
