What documentation does Avista receive from Community Action Partnership in order to determine which specific measures are paid for with utility funds under the weatherization program? Please explain.
RESPONSE:
After the annual business planning process has been completed, contracts for weatherization services between Avista and the Agency are developed in November for the next calendar year. The agreement includes an Exhibit that identifies eligible measures that are qualified for full reimbursement for the upcoming program year. A separate Exhibit lists the measures that would qualify for partial reimbursement. All of these measures appear on an Avista reimbursement form along with the qualifying amounts.
The reimbursement form is the primary document submitted by the Agencies when requesting funds from their Avista contract and utilized by Avista to determine payment.
The Agencies are required to keep detailed records of the projects for both state and federal funding requirements and as such do the same for utility projects. Avista asks to see the associated detail related to each project as necessary. The files include copies of audits, bids, project orders, invoices and inspections. The information is readily available during the time of payment, however a separate copy is not created for the purposes of the Avista projects. Project information is provided upon request.
