The basic charge has gone from $3 to now$20. There is now another rate for using more than 600 kWh, and there is also now a Franchise Fee of 1% and also a State of Idaho Usage Tax of $0.000923 for every kWh. While the fees continue to go up and be added on, my usage has gone down. I rarely turn on the heat during the winter in order to keep my usage down, and I do not run an air conditioner in the summer. There are times where I wake up on a winter morning, and my apartment is 53 degrees. It rarely gets over 60 during the winter. On my Last bill, I used less energy for 32 days than I did for 29 days during the same period during the last year. However, due to all of the new fees and charges, I am paying more than ever before. I understand the need to charge market prices, but I feel that it is time Avista start Looking at their record profits and the wages they pay to CEOs and high level executives. People shouldn't have to go on comfort level billing because they cannot afford to heat their homes. I have changed out every lightbulb, and I rarely turn them on.
