Comment: "Every federal and state taxi, district, property taxes, levies and bonds: Each
one is requesting more and more, over and over again. It never appears to be much, like
this one, a 7.7% increase.You add every increase up, and it's a very large hit to
pocketbooks, especially those on fixed income, retired, or both.This rate increase plus last
year's is 11% in two years. Please think of what its doing to us on top of all the other "small"
increases being tacked onto consumers:'

Comment: "Respectfully, I do not want to pay for financial incentives for others. I would
rather see AVISTA advertise federal grants, or some other way instead of mandating a rate
increase across-the-board. I specifically chose to make my house as energy efficient as
possible,without help. I do not want to pay for others. Aren't there are federal or state tax
deductions for that? Are there environmental groups who would be willing to conduct
fundraising programs for this?Why should everyone be penalized for a few to retrofit their
homes? I implore you to find another way to fund this:'

With respect to Filing AVU-#-26-01:
It is my opinion that customers that do not support alternative energy sources should not be
charged to operate them. Let customers that are eager to use these sources be responsible for
funding their operational costs.
