On October 23,2025, Capitol Water Corporation("Company") applied to the Idaho Public
Utilities Commission ("Commission") for authority to change the Company's Schedule No. 3 -
Purchased Power Cost Adjustment ("Schedule No. 3" or "PPCA") rate to recover the electricity
costs that exceeded what it collected in rates. The Company requested a new PPCA rate of 4.61%,
with the final rate to be determined at the conclusion of Case No. CAP-W-25-02, effective on or
after January 1,2026. On December 23,2025,the Commission issued Order No. 36884 approving
the new PPCA rate of 4.61%. The Commission ordered the Company to update the PPCA rate
within thirty (30) days of the conclusion of Case No. CAP-W-25-02 using the base rate revenue
approved in that case. Order No. 36884 at 5.
On March 3, 2026, the Company filed an updated Schedule No. 3, reflecting an updated
PPCA rate of 4.41%with an effective date of February 26,2026,based on the authorized base rate
revenue approved in Case No. CAP-W-25-02. The proposed February 26, 2026, effective date is
consistent with the service date of Final Order No. 36948 that approved the base rate revenue in
Case No. CAP-W-25-02.
COMMISSION FINDINGS AND DECISION
The Commission has jurisdiction over this matter under Idaho Code §§ 61-501, 61-502,
and 61-503. The Commission is vested with the power to "supervise and regulate every public
utility in the state and to do all things necessary to carry out the spirit and intent of the [Public
Utilities Law]."Idaho Code§ 61-501.The Commission is empowered to investigate rates,charges,
rules,regulations,practices,and contracts of public utilities and to determine whether they are just,
reasonable,preferential,discriminatory,or in violation of any provision of law,and to fix the same
by order.Idaho Code §§ 61-502 and 61-503.
Having reviewed the record and all submitted filings, the Commission finds that the
Company's March 3,2026,compliance filing comports with the Commission's directives in Order
No. 36884.

ORDER
IT IS HEREBY ORDERED that the Company's March 3, 2026, compliance filing is
approved with a 4.41% PPCA rate, effective as of February 26, 2026.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date upon this Order regarding any
matter decided in this Order. Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration.Idaho Code § 61-626.
