COMES NOW Ziply Wireless, LLC, d/b/a Ziply Fiber ("Applicant"), by and through its
counsel of record, C. Tom Arkoosh and Nicholas J. Erekson of Arkoosh Law Offices, and hereby
submits this Supplemental Notice Regarding Tribal Notification.
I. INTRODUCTION
Applicant submits this filing to supplement the record concerning notice to Tribal
authorities in connection with the above-captioned ETC application. Applicant makes this
supplemental filing to address Staff s concern regarding notice to Tribal authorities potentially
affected by the requested statewide ETC designations.
II. SUPPLEMENTAL TRIBAL NOTICE
On or about March 16, 2026, Applicant caused written notice of this application, together
with copies of the application or sufficient docket information to permit review of the filing,to be
provided to the Tribal authorities identified by Applicant as potentially relevant to the requested
ETC designation. The notice advises the recipient Tribal authorities of:
1. the pendency of the above-captioned ETC application before the Commission;
2. the nature of the ETC relief requested;
3. the opportunity to review the application and related filings in the docket; and
SUPPLEMENTAL NOTICE REGARDING TRIBAL NOTIFICATION—Page 1
4. the opportunity to submit comments or otherwise contact the Commission or Applicant
regarding the application.
True and correct copies of the notice letters are attached hereto as Exhibit A. The
Declaration of Elizabeth Brayman in Support of Supplemental Notice Regarding Tribal
Notification regarding the date and manner of service of those notices is filed concurrently
herewith.
III. PURPOSE OF SUPPLEMENT
Applicant respectfully submits that this supplemental notice cures any concern regarding
whether all potentially relevant Tribal authorities received direct written notice of the application.
The supplemental notice is intended to provide and document that any Tribal authority wishing to
comment has a fair opportunity to do so before final Commission action.
IV. REQUEST FOR COMMISSION CONSIDERATION
Applicant respectfully requests that the Commission:
1. accept this Supplemental Notice Regarding Tribal Notification into the record in
these proceedings;
2. accept the attached Tribal notice materials as part of the record supporting the
application; and
3. proceed to consider the ETC application once the Commission is satisfied that
Tribal authorities have had a reasonable opportunity to review and respond to the
notice provided.
Applicant remains willing to provide any additional information the Commission or Staff
may request.

Fiber seeks ETC designation in areas that include portions of the Tribal lands of the Tribe. A copy of the
application is enclosed.
Ziply Fiber regrets that it inadvertently failed to notify the Tribe at the time of the original filing. Ziply Fiber
is providing this notice to ensure that the Tribe is aware of the applications and has an opportunity to
submit comments to the IPUC regarding the application. Comments may be filed in IPUC Docket No.
ZWL-T-2402.
As an ETC, Ziply Fiber's network on tribal lands will be able to provide discounted service under the
Federal Communications Commission's Lifeline program. The Lifeline program provides qualifying
households on Tribal lands with discounts of up to$34.25 per month for local voice and broadband
service. In addition, the Tribal Link Up program provides qualified households up to$100 off initial
installation charges at a customer's primary residence.As we evaluate where Ziply Fiber will invest to
expand its fiber footprint we will keep you informed when and where tribal lands are included.
Besides inviting the Tribe to comment, Ziply Fiber is open to consulting with the Tribe on how its
designation as an ETC and expansion of its network can benefit the Tribe. Please reach out to Ziply

1. 1 am the Regulatory & External Affairs Manager for Ziply Fiber. In that capacity, I am
familiar with the regulatory filings and outreach activities undertaken by Ziply Fiber
Pacific, LLC, and Ziply Wireless, LLC (collectively, "Applicants"), in connection with
their pending Eligible Telecommunications Carrier("ETC") applications before the Idaho
Public Utilities Commission.
2. I submit this declaration in support of Applicants' Supplemental Notice Regarding Tribal
Notification filed in the above-captioned proceeding.
3. On or about March 16, 2026, at my direction, Ziply Fiber provided written notice of the
pending ETC applications in Case Nos. ZFP-T-24-02 and ZWL-T-24-02 to Tribal
authorities within the State of Idaho.
4. The purpose of these notices was to inform the Tribal authorities of:
a. the pendency of the ETC applications before the Idaho Public Utilities
Commission;
b. the nature of the ETC designations requested;

c. the availability of the application materials in the Commission's docket; and

5. The notices were transmitted to the Coeur d'Alene Tribe, the Kootenai Tribe of Idaho,the
Nez Perce Tribe, the Shoshone Bannock Tribes of Fort Hall, and the Shoshone Paiute
Tribes of the Duck Valley Reservation.
6. The notices were transmitted by U.S. mail to the Tribal government offices and/or
designated Tribal representatives.
7. True and correct copies of the notice letters transmitted to the Tribal authorities are attached
as Exhibit A to Applicants' Supplemental Notice Regarding Tribal Notification.
8. The statements contained in this declaration are based on my personal knowledge and
information available to me in my professional capacity.
