RESPONSE: The main changes to the AURORA model compared to the prior case are outlined below: 1) Proforma year moved from 2016 to 2017, including native load changes and inflationary values for model’s O&M estimates. 2) Updated natural gas fuel prices for latest one month average of forward prices at time of filing preparation, including 5 year average daily shapes. 3) Updated Colstrip and Kettle Falls fuel contract prices. 4) Updated Avista’s native load for 2017 using weather adjusted test year load data. 5) Updated long-term contracts. 6) Adjusted hydro shaping factors. 7) Updated Coyote Springs 2 capacity and heat rate. 8) Adjusted regional load data. 9) Add 80 year hydro min, max, and sus maximum factors to 80 year hydro record for regional hydro projects. 10) Change version to 12.0.1090 from 11.5.1083, use new LP Dispatch Resolution. 11) Update 5 year average maintenance and forced outage rates. 12) Update transmission path maximum capabilities from WECC catalog and included historical NW to California path de-rates. 13) Add BPA 2014 wind year for regional wind shapes. 14) Update new resources across western interconnect to reflect new construction and retirements.
