Inspection Summary
February 9,2026: (2.0 OQ Travel)
Inspector Perkins/Green traveled to Coeur d' Alene to attend OQ training at the Jack Stewart Training
Center in Spokane, WA.
February 10-12,2026: (6.0 OQ Training)
Inspector Perkins and Inspector Green traveled to Spokane to attend Operator Qualification(OQ) training
conducted by Avista crew personnel.
Training activities observed included:
• PE pipe joining
• Hydraulic butt fusion
• Manual butt fusion
• Mechanical couplings
• Electrofusion fittings
• Bolt-on tapping tees
• Line locating
• Regulator station bypassing
• Tapping a 2" steel line
• Odorant testing
• Cathodic protection testing
• Wiring of test posts
• Destructive testing of all plastic fusions
Additional safety and emergency response training included donning fire suits and SCBA equipment, as
well as practical fire-fighting techniques using fire extinguishers. Inspectors also attended a mock
emergency exercise with Avista crews and local fire department personnel, followed by participation in the
after-action review.
Inspectors reviewed new tools and materials currently being used or tested in the field,received an
overview of Avista's damage prevention program—including reporting and cost-recovery processes—and
discussed new technologies under consideration. Emphasis was placed on the importance of completing all
required documentation thoroughly and accurately.
