IPUC staff traveled to Coeur d'Alene on February 9, 2026.
Observations included(164 Black Mountain Road, Bonners Ferry, ID): Safety equipment, JSA, valid dig
ticket, verified operator qualifications, verified equipment calibration, correct trench depth, Lyco fitting
tee, EFV 1200 installation, tracer wire and bedding with native soil, successful pressure test, squeeze off,
backfill and continuity testing. Quizzed employees on applicable AOCs for squeeze off procedures. All
observed procedures were followed in accordance with Avista procedures.
Observations included (70 Appaloosa Road, Moyie Springs, ID): Safety equipment, JSA, valid dig ticket,
hand dig to expose main line, verified operator qualifications, verified equipment calibration, correct
trench depth, thumper bore, Lyco fitting coupler, saddle tapping tee, EFV 1200 installation, tracer wire and
bedding with native soil, successful pressure test and backfill. Quizzed employees on applicable AOCs of
tapping tee installation. All observed procedures were followed in accordance with Avista procedures.
