IPC-E-25-22. BACKGROUND On December 31, 2025, the Idaho Public Utilities Commission ("Commission") issued Order No. 36894, directing Idaho Power Company ("Company") to calculate the transmission Operation and Maintenance("O&M") charge in Schedule 72 based on an average weighted by the percentage of qualifying facility interconnection capacity connected at each voltage level of 138 kilovolt and above as of December 31, 2024. On February 27, 2026, the Company filed a compliance filing to meet this requirement without updating the transmission O&M charge in Schedule 72, because the resulting rate is the same as the one approved under the prior methodology. STAFF REVIEW Staff reviewed the Company's compliance filing and verified that the Company followed the Commission's direction to calculate the transmission O&M charge using the voltage-based method required in Order No. 36894. In the calculation, the disaggregation of total transmission lines plant investment by voltage level serves as the basis for allocating O&M labor, general plant, and administrative and general expenses to each voltage level. Therefore, the allocation of O&M DECISION MEMORANDUM - I - MARCH 12, 2026 related costs scales proportionally with the plant investment assigned to each voltage level,leading to the same O&M charge for each voltage level. As a result, the weighted-average transmission O&M charge remains the same as the current one approved using the prior methodology. Since the new rate is the same as the currently approved one, Staff agrees with the Company that Schedule 72 does not need any revision. STAFF RECOMMENDATION Staff recommends that the Commission approve the Company's compliance filing filed on February 27, 2026, without requiring Schedule 72 to be updated.
