As you may know, in the spring of each year, the Company files a request with the Idaho Public Utilities Commission ("Commission") to update the costs associated with the materials required to provide our electric service for individual homes and new developments. The Company filed its proposed changes with the Commission on March 6, 2026, and if the requested changes are approved, they would go into effect on May 15, 2026. The changes include updating the standard or basic development costs and allowance to reflect actual 2025 material and labor costs. Below is a summary of the changes included in the filing: Residential Developments Present Proposed Total Cost per Lot $ 3,849 $ 3,818 Less: Service Cost $ 516 $ 541 Developer Responsibility $ 3,333 $ 3,277 Developer Refundable Payment $ 2,545 $ 2,755 Builder Non Refundable Payment $ 1,304 $ 1,063 Allowance $ 2,545 $ 2,755 The proposed change in the cost per lot would require builders to make a $1,063 non-refundable payment. Developers would only need to provide a letter of credit, or cash deposit, for$3,277 per residence until such time as a permanent hookup is made. The Company's applications are proposals, subject to public review and a Commission decision. Copies of the applications are available for public review at the offices of both the Commission and Avista, and on the Commission's website (www.puc.idaho.gov). Customers may file with the Commission written comments related to the Company's filings.
