SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY'S APPLICATION FOR
APPROVAL OF THE 2032 ALL-SOURCE REQUEST FOR PROPOSALS;
CASE NO. IPC-E-26-03.
On February 20, 2026, Idaho Power Company ("Company") applied to the Idaho Public
Utilities Commission ("Commission") requesting approval of the Company's draft 2032 All-
Source Request for Proposals ("RFP") for Peak Capacity & Energy Resources ("2032 RFP")
("Application").
On February 25, 2026, the Idaho Irrigation Pumpers Association, Inc. petitioned to
intervene in the case.
STAFF RECOMMENDATION
Commission Staff ("Staff') recommends that the Commission issue a Notice of
Application; Notice of Intervention Deadline establishing a twenty-one (21) day intervention
period; and a Notice of Modified Procedure establishing an April 8, 2026, public comment
deadline, and an April 15, 2026, reply comment deadline.
Staff recognizes the procedural irregularity of recommending the Commission
simultaneously issue and Notice of Intervention and Notice of Modified Procedure.However, Staff
believes expedited processing of this case will help ensure a robust RFP process by allowing for
sufficient time to solicit the maximum number of bids capable meeting the desired commercial
operation date.
