SUBJECT: IN THE MATTER OF ROCKY MOUNTAIN POWER'S APPLICATION
FOR AN ACCOUNTING ORDER RELATING TO THE 2026 INTER-
JURISDICTIONAL ALLOCATION PROTOCOL; CASE NO.PAC-E-25-23.
On December 29, 2026, PacifiCorp, d/b/a Rocky Mountain Power ("Company") applied
to the Idaho Public Utilities Commission ("Commission") requesting an order authorizing the
recording of a regulatory asset for the differences in costs and revenues between the expiring 2020
PacifiCorp Inter-Jurisdictional Allocation Protocol ("2020 Protocol") and the pending 2026
PacifiCorp Inter-Jurisdictional Allocation Protocol ("2026 Protocol") ("Application").
On February 4, 2026, the Commission issued a Notice of Application and Notice of
Modified Procedure establishing written comment deadlines. Order No. 36925. Commission Staff
("Staff') filed comments on February 25,2026. On February 26,2026,prior to the Company reply
comment deadline of March 11, 2026, the Company filed a Motion to Vacate the Procedural
Schedule and to Suspend Discovery("Motion").
THE COMPANY'S MOTION TO VACATE THE PROCEDURAL
SCHEDULE AND TO SUSPEND DISCOVERY
The Company requests that the Commission vacate the procedural schedule set in Order
No. 36925 and suspend discovery for an indefinite period. Motion at 1. The Company's request is
based on the uncertainty surrounding the 2026 Protocol following the February 17, 2026,
announcement of a proposed transaction concerning the sale of the Company's Washington service
area.' Id.
1 The Company has filed a similar motion in its case concerning the 2026 protocol,Case No.PAC-E-25-14,currently
pending before the Commission.
DECISION MEMORANDUM 1
Staff, the only party in the case other than the Company, does not oppose the Company's
request to vacate the schedule. Id. at 2. The Company represents it will work with Staff to request
a new procedural schedule once the parties have had sufficient time to assess the impact of the
proposed service area transaction on the 2026 Protocol. Id. Pursuant to Commission Rule of
Procedure No. 256.03, the Company requests expedited treatment of the Motion "so that the
schedule may be vacated prior to the Company's comment filing date of March 11, 2026."Id.
COMMISSION DECISION
Does the Commission wish to issue an order vacating the procedural schedule set in Order
No. 36925 and suspending discovery for an indefinite period?
