SUBJECT: IN THE MATTER OF CDS STONERIDGE UTILITIES, LLC'S
APPLICATION FOR AUTHORITY TO INCREASE ITS RATES AND
CHARGES FOR WATER SERVICE IN THE STATE OF IDAHO; CASE
NO. SWS-W-25-02.
On December 1, 2025, CDS Stoneridge Utilities, LLC ("Company") applied to the Idaho
Public Utilities Commission ("Commission") requesting authorization to increase its rates and
charges for water service such that the Company would experience a 43% increase in revenues
("Application"). The Company requested an effective date of February 1, 2026.
On December 31, 2025, the Commission issued a Notice of Application, Notice of
Intervention Deadline establishing a 21-day intervention period, and Notice of Suspension
suspending the Company's proposed effective date. Order No. 36896. The Commission granted
intervention to Randolph Lee Garrison, pro se, and Stoneridge Property Owners Association, Inc.
(collectively "Intervenors"). Order No. 36922.
STAFF RECOMMENDATION
Commission Staff ("Staff'), the Intervenors, and the Company have communicated via
email regarding a proposed procedural schedule for processing this case. Staff recommends the
Commission issue a Notice of Modified Procedure establishing a May 7, 2026, public and Staff
comment deadline; a May 21, 2026, Intervenor comment deadline; and a June 4, 2026, Company
reply comment deadline. Staff also recommends the Commission issue a Notice of Virtual Public
Workshop for March 18, 2026. Finally, Staff recommends that the Commission issue an order
setting the time, date, and location of any customer hearings as determined by the Commission.
