Comment: "To the Commission,
Idaho Power has stated in its recent filing that it anticipates an incremental capacity need of at least 200 MW by
2031-2032,with growing demand pressures beginning even earlier.
At the same time, over the past several years, compensation structures for distributed rooftop solar have been
significantly reduced under the premise that exported customer energy provides limited value to the grid.
Here is a sincere question:
If Idaho Power is forecasting a measurable and growing capacity shortfall, why is distributed generation not
being more actively encouraged as part of the solution?
Rooftop solar paired with battery storage can:
• Reduce peak demand
• Provide localized generation near load • Defer infrastructure upgrades • Improve grid resilience • Reduce
overall system costs
Instead of relying solely on large-scale procurement,the Commission may wish to evaluate whether restoring or
redesigning distributed energy incentives could cost-effectively supplement the projected 200 MW need.
Encouraging voluntary private investment in distributed solar and storage shifts capital costs away from
ratepayers and onto homeowners who are willing to participate in strengthening the grid.
If the system truly needs additional capacity, distributed generation should be recognized as a contributing
resource — not treated as having negligible value.
