My business address is 5 1221 West Idaho Street, Boise, Idaho 83702 . I am employed 6 by Idaho Power as the Environmental Affairs Director in the 7 Power Supply Business Unit. 8 Q. What is the purpose of your supplemental 9 testimony? 10 A. The purpose of my supplemental testimony is to 11 sponsor updated Hells Canyon Complex ("HCC") relicensing 12 cost information through December 31, 2025, and to provide 13 an update on the status of the Federal Energy Regulatory 14 Commission' s ("FERC") National Environmental Policy Act 15 ("NEPA") review for the HCC license application. 16 Q. Are you sponsoring any supplemental exhibits? 17 A. Yes . I am sponsoring Supplemental Exhibit No . 18 1 - Relicensing Expenditures by Project 2016-2025 . 1 This 19 exhibit updates and replaces Exhibit 1 filed with my direct 20 testimony to reflect HCC relicensing costs recorded through 21 December 31, 2025 . 1 Exhibit 1 filed with the Company's original Application was labeled "2015- 2025." The correct period reflected in the exhibit is 2016-2025, consistent with the scope of costs presented. The exhibit title has been corrected in this supplemental filing. DUMAS, SUPP DI 1 Idaho Power Company 1 Q. Have additional HCC relicensing costs been 2 recorded since you filed your original testimony? 3 A. Yes . Supplemental Exhibit No . 1 reflects 4 additional HCC relicensing costs recorded through December 5 31, 2025 . The increase since my original Exhibit 1 is 6 primarily attributable to Allowance for Funds Used During 7 Construction associated with previously incurred 8 capitalizable relicensing costs, together with a limited 9 amount of additional fourth-quarter 2025 expenditures . 10 Q. Have there been any developments in the FERC 11 NEPA process since you filed your original testimony? 12 A. Yes . Subsequent to the filing of my direct 13 testimony, FERC issued a draft supplemental Environmental 14 Impact Statement ("EIS") for the HCC relicensing 15 proceeding. 16 Q. What is the significance of FERC issuing the 17 draft supplemental EIS? 18 A. Issuance of the draft supplemental EIS 19 represents a major procedural milestone in FERC' s NEPA 20 review for the HCC license application. The supplemental 21 EIS evaluates updated information filed by Idaho Power 22 since the 2007 final EIS, including the Clean Water Act 23 Section 401 certifications, revised protection and 24 mitigation measures, updated biological assessments for 25 Endangered Species Act consultation, and the 2024 DUMAS, SUPP DI 2 Idaho Power Company 1 settlement with the United States Forest Service under 2 Federal Power Act Section 4 (e) . The draft supplemental EIS 3 advances the relicensing process toward completion of NEPA 4 review and eventual license issuance. 5 Q. Does the draft supplemental EIS affect your 6 testimony regarding relicensing costs? 7 A. No. The expenditures reflected in Supplemental 8 Exhibit No . 1 include costs incurred to support FERC' s 9 supplemental NEPA review. Issuance of the draft 10 supplemental EIS represents continued progress in the 11 relicensing process based on those materials . 12 Q. Do you have any changes to the conclusions 13 presented in your original testimony? 14 A. No. My original testimony remains accurate and 15 unchanged except as supplemented here. 16 Q.
