Idaho Power Company ("Idaho Power" or"Company"), hereby respectfully submits
to the Idaho Public Utilities Commission ("Commission") this Supplement to the
Company's Application pursuant to Procedural Rule 52 to provide updated Hells Canyon
Complex ("HCC") relicensing cost information through December 31 , 2025, in support of
Idaho Power's request that the Commission issue an order designating Idaho Power's
HCC relicensing expenditures from January 1, 2016 to December 31, 2025, as prudently
incurred.
In support of this Supplemental Application, Idaho Power states:
SUPPLEMENTAL APPLICATION - 1
1. On December 24, 2025, Idaho Power filed its Application requesting that
the Commission designate Idaho Power's HCC relicensing expenditures incurred from
January 1, 2016, through September 30, 2025, as prudently incurred and eligible for
inclusion in customer rates at a later date. The Company stated it would submit a
supplemental application in early 2026 to include expenditures incurred through year-end
2025.
2. Idaho Power now supplements its Application to include HCC relicensing
expenditures incurred through December 31, 2025. The updated costs are presented in
Supplemental Exhibit No. 1 to the Supplemental Testimony of Company Witness Brett
Dumas and in Attachment 1 to this Supplemental Application, each of which replaces the
corresponding materials filed with the original Application.
3. As reflected in the Supplemental Dumas Testimony and updated materials,
total HCC relicensing expenditures incurred from January 1, 2016, through December 31,
2025, are approximately $315 million, of which approximately $268 million is classified as
Allowance for Funds Used During Construction ("AFUDC").
4. This Supplemental Application does not modify the Company's request for
a prudence determination, nor does it request any adjustment to customer rates at this
time. The Company respectfully requests that the Commission consider the updated cost
information together with the original Application and testimony filed in this proceeding.
5. In Order No. 34031 issued in Case No. IPC-E-16-32, the Commission
approved a Settlement Stipulation requiring Idaho Power to provide annual reports
summarizing HCC relicensing activities and expenditures for the prior calendar year.
Consistent with that framework, this filing presents the information that would otherwise

have been provided to the Commission in a standalone annual report, including a
comprehensive update on HCC relicensing expenditures incurred through December 31,
2025, together with supporting information related to the Company's ongoing relicensing
efforts.
6. Accordingly, the Company respectfully requests that the Commission
accept this Supplemental Application, together with Attachment 1 and Supplemental
Exhibit No. 1 to the Supplemental Testimony of Brett Dumas, as satisfying Idaho Power's
annual HCC relicensing expenditure reporting obligation under Order No. 34031 for costs
incurred through December 31, 2025.
WHEREFORE, Idaho Power respectfully requests that the Commission accept this
Supplemental Application and the Company's updated supporting materials; deem this
Supplemental Application, together with Attachment 1 and Supplemental Exhibit No. 1,
to satisfy Idaho Power's 2025 HCC relicensing expenditure reporting obligation under
Order No. 34031; and grant the relief requested in the Company's original Application, as
supplemented herein.
