AVU.E.15-06 RESPONSES OF CLEARWATER PAPER CORPORATION TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF t8 Clearwater Paper Corporation ("Clearwater") hereby provides the following responses to the Staff s First Production Request: AVU-E-15-06 RESPONSES OF CLEARWATER PAPER CORPORATION TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF PAGE 1 STAFF REQUEST NO. 1: In September2013, Clearwater stated in DocketNo. EL13-19-000 that it owns four generators at the Lewiston plant that utilized the black liquor by-product of paper production and wood waste as the primary fuel for its cogeneration facilities and the four generators have capability of generating approximately 109 MW of electric power. Clearwater Petition at 3. In the Self Re-Certifications (Form 556) submitted on 912312013, the following maximum gross power production is shown for the four qualifying facilities: QF83-142 9.2 MW QF83-143 28.8 MW QF83-144 10.0 MW QF92-64 43.4 MW Total 91.4 MW Page 19 of each of the self certifications lists the capacity of each generator as follows: QF83-142 9.2 MW QF83-143 28.8 MW QF83-144 r0.0 MW QF92-64 63.6 MW Total I11.6 MW The Application in this case states that the Clearwater Facility has a generation capacity of approximately 132.2 MW (Application atp.2). AVU-E-15-06 RESPONSES OF CLEARWATER PAPER CORPORATION TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF PAGE 2 Please clarify the generation capacity ofeach generating unit and describe any changes between September 2013 and the present that would result in the increased generation capacity to 132.2}i4W. CLEARWATER'S RESPONSE TO STAFT REQUEST NO. I There have been no increases in capacity since 2013. The generation capacity (MW) of each generating unity is as stated in the FERC frlings atparagraph 19, as referenced above and set forth below: QF83-142 (refened to as TG 2) - 9.2MW QF83-143 (referred to as TG 3) - 28.8 MW QF83-144 (referred to as TG 1) - 10.0 MW OF92-64 (referred to as TG 4) - 63.6 MW Total lll.6Mw The generators are cumulatively rated at 132.2 MVA, which is different from kW or MW nameplate capacity. Converting 132.2MYAto a MW figure yields the most accurate figure of I11.6 MW, which explains the referenced discrepancy in the Petition in this case (AVU-E-l5- 06). The underlying Electric Service Agreement approved in AVU-E-I3-02 correctly specifies the capacity as 132.2 MVA in the recitals and the statement in the Petition in this case (AVU-E- l5-06) misplaced o'megawatts" for MVA as specified in the Agreement. As to the "maximum gross power production" set forth in paragraph 7a of the FERC Self Re-Certifications (Form 556) submitted on 912312013, this production request notes different figures only as to the Form 556 for QF92-64. That Form 556 provides in paragraphTa that the maximum gross power production for QF92-64 is 43,400 kW (43.4 MW) and further provides AVU-E-I5-06 RESPONSES OF CLEARWATER PAPER CORPORATION TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF PAGE 3 the capacity in paragraph 19 as 63.6 MW. The basis for this difference is explained on the Form 556 and demonstrated in the mass-heat balance diagram filed at FERC with the Form 556. As noted in paragraph 19 of the FERC Form 556, Clearwater's four Lewiston QFs and the steam production boilers are operated as an integrated whole. Yet the QFs certifications were filed as four separate QFs, instead of one single QF with four generators. Clearwater understands FERC's request for each individual QF's o'maximum gross power production" in item 7a to constitute a request for the total amount of electric energy that the individual QF can produce. Thus, the figure in item 7a(43.4 MW) reflects Clearwater's best estimate of the total amount of electric energy that could be produced by that individual generator operating within the entire system. This level of production is reflected in detail on the mass-heat diagram for QF92-64, which also indicates that the output of that QF generator is "43.4 mw." AVU-E-15-06 RESPONSES OF CLEARWATER PAPER CORPORATION TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF PAGE 4 STAFF RE,QUEST NO. 2: Please list the heat rate of each of Clearwater's four generation units. CLEARWATER'S RESPONSE TO STAFF REQUEST NO.2: Clearwater assumes that this request seeks the heat rates used for purposes of completing the Self Re-Certifications (Form 556) submitted on 912312013 for each of the four generating units. To complete the Self Re-Certifications (Form 556) submitted on 912312013 for each of the four generating units, Clearwater assumed that Turbine Generator No.l (QF83-144) and No.2 (QF83-142) were operating with the system, whereas currently those generators are back-ups which are kept out of service. Without assuming these generators were in operation, it would not have been possible to generate accurate estimated figures for each individual unit operating as part of the integrated system, as required to the complete Form 556s. In the steam model used to calculate the output from each generator, Clearwater limited the generation from any one unit to no more than its maximum rating. Based on those assumptions, Clearwater used a heat rate of a constant 3,550 btulkwh for extracted steam and 13,500 btu/kwh for electricity produced across the condensing unit for each generator. To the extent this request seeks heat rate figures based on different assumptions or operational conditions, Clearwater has not conducted that analysis. Please be as specific as possible and give examples if necessary. CLEARWATER'S RESPONSE TO STAFF REQUEST NO.3: Without limiting the circumstances where both parties may be able to benefit from sale for Incremental Energy, Clearwater anticipates it may agree to generate Incremental Energy if the fuel prices (additional biomass product or natural gas) for Clearwater's generation ever decreased to a level that economically justified increasing generation levels to make sale of lncremental Energy at the price offered by Avista during such times. Another example where these circumstances may exist are if market prices are extremely high, during which time Avista could request Incremental Energy and Clearwater could increase generation and provide valuable output to Avista. Took the turbine down for scheduled repairs during the mill outage. Started the turbine up without completing repairs due to low steam demand, Total Duration in a breaker for a welding oudet. The circuit had a ground and tripped the sub supplying power for the 5 Recovery control system. The loss of power resulted in a trip on #5 Recovery and caused the steam headers to swing which in turn tripped #4 Recovery. Steam supply was limited due to the loss of both boilers which required operations to take #4 Turbine Generator down. Loss of vacuum on 4 Turbine Generator caused it to trip. Discovered that steam was shut off going to one of the ejectors.
