INT-G-26-02 GAS COMPANY'S APPLICATION FOR ) AUTHORITY TO REVISE RATE ) NOTICE OF APPLICATION SCHEDULE EE-RS—RESIDENTIAL ) ENERGY EFFICIENCY REBATE ) NOTICE OF MODIFIED PROGRAM ) PROCEDURE NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE ORDER NO. 36944 On January 16, 2026, Intermountain Gas Company ("Company") applied to the Idaho Public Utilities Commission ("Commission") requesting authority to revise Rate Schedule EE- RS—Residential Energy Efficiency Rebate Program. The Company requests an effective date of March 1, 2026. The Commission now issues this Notice of Application, Notice of Modified Procedure, and Notice of Suspension of the Company's proposed effective date. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company previously offered to retire its Whole Home Tier I energy efficiency rebate measure in a petition for clarification or reconsideration in Commission Case No. INT-G-24-05. Application at 3. The Commission ruled that the Company would have to request retirement of the measure through a separate filing that provided interested parties the opportunity to participate in the proceeding. Id. In response, the Company filed the Application, requesting authorization to retire the Whole Home Tier I measure. Id. YOU ARE FURTHER NOTIFIED that the Company states that the Whole Home Tier I measure was not evaluated in the 2024 Evaluation, Measurement, and Verification ("EM&V") study due to inadequate data for a meaningful evaluation resulting from limited customer participation in the rebate measure.Id. The Company further represents that based on Commission Staff s ("Staff') therm savings estimate included in Staff s comments in Case No. INT-G-24-05, the Whole Home Tier I rebate measure is not cost effective.Id. at 4. NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE ORDER NO. 36944 1 YOU ARE FURTHER NOTIFIED that the Company has"substantial doubt regarding the prudency of the expense of an EM&V study on the Whole Home Tier I measure," given the uncertainty of participation levels sufficient to produce statistically significant results and the Company's prediction that the rebate measure will not be cost-effective under a billing analysis approach. Id. Therefore, the Company requests (1) Commission authorization to retire the Whole Home Tier I measure and (2) a declaration that the Company is no longer required to produce an EM&V study with a billing analysis for the Whole Home Tier I measure in its next energy efficiency prudency filing. Id. at 5. YOU ARE FURTHER NOTIFIED that the Application is available for public inspection during regular business hours at the Commission's office. The Application is also available on the Commission's website at www.puc.idaho.gov. Click on the"NATURAL GAS"icon, select"Open Cases," and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. Persons who would like a hearing must specifically request a hearing in their written comments and explain why written comments alone are insufficient. Persons interested in filing written comments must do so by March 26, 2026. Comments must be filed through the Commission's website or by e-mail unless computer access is unavailable. NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE ORDER NO. 36944 3 YOU ARE FURTHER NOTIFIED that if no written comments or protests are received within the time limit set, the Commission will consider this matter on its merits and enter its final order without a formal hearing. If written comments are received within the time limit set, the Commission will consider them and, in its discretion, may set the same for formal hearing. SUSPENSION OF PROPOSED EFFECTIVE DATE YOU ARE FURTHER NOTIFIED that the Company filed its Application on January 16, 2026, proposing a March 1, 2026, effective date. The Commission finds that the Company's proposed effective date does not provide adequate time for Staff and interested persons to evaluate the Company's proposal. Pursuant to Idaho Code § 61-622, the Commission suspends the proposed changes for thirty (30) days and five (5) months or until the Commission enters an order accepting, rejecting, or modifying the proposed tariff revision. ORDER IT IS HEREBY ORDERED that this Application be processed under Modified Procedure. Persons interested in submitting written comments must do so by March 26, 2026. The Company must file any reply comments by April 16, 2026. IT IS FURTHER ORDERED that the Company's proposed effective date of March 1, 2026, for its proposed tariff revision is suspended for thirty (30) days plus five (5)months or until the Commission enters an earlier order accepting, rejecting, or modifying the proposed tariff revision. IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be deemed timely filed when received by the Commission Secretary.See Rule 14.02. Service between parties should continue to be accomplished electronically when possible. However, voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
