IN THE MATTER OF THE APPLICATION OF
TETON WATER COMPANY
FOR AUTHORITY TO REVISE ITS RATE SCHEDULE NO. 2
NON-RECURRING FEES AND CHARGES
APPLICATION FOR TARIFF REVISIONS
Teton Water Company ("Company") submits this Application requesting approval to revise Rate
Schedule No. 2, Non-Recurring Fees and Charges, specifically the Hookup Charge, and
requests that the Application be processed under Modified Procedure, and related provisions to
the Hookup Charge.
I. PURPOSE OF THE FILING
The purpose of this filing is to revise and clarify the Company's Hookup Charge fee, tariff
language, define ownership and responsibility for service facilities, and reflect the services
provided by the Company. The filing does not propose any changes to the Company's ongoing
monthly rates and restructures the existing Hookup Charge into a new single flat fee.
IL DESCRIPTION OF PROPOSED CHANGES
The Company's proposed revisions to Rate Schedule No. 2,Non-Recurring Fees and Charges,
related to the Hookup Charge, is summarized below:
1. Increase the Hookup Charge from the currently approved $600 plus incremental costs to
a single flat charge of$2,913, reflecting the typical cost incurred for a standard one-inch
service connection;
2. Clarify that installation of the meter vault, service line, fittings, and related appurtenances
located at the curb stop are performed by the customer's contractor, and not by the
Company;
3. Confirm that the Company's role in a standard new service connection is limited to:
a. Inspection of customer-installed facilities prior to backfilling;
b. Pressure testing to verify the absence of leaks; and
c. Installation and activation of the water meter.
4. Define customer responsibility for actual construction costs associated with a request for
a service connection larger than one (1) inch, subject to Company inspection and
approval.
III.JUSTIFICATION
The proposed tariff revisions are reasonable and in the public interest for the following reasons:
1. The current Hookup Charge Tariff language lacks clarity regarding the charges the
Company is authorized to assess and may be subject to multiple interpretations;
2. Clarifying the division of responsibilities between the Company and the customer
reduces confusion, improves billing transparency, and ensures customers are not charged
for services not provided by the Company;
3. Aligning tariff language with actual operating practices, promoting regulatory
compliance, and reducing the risk of disputes regarding hookup charges and facility
ownership; and
4. Establishing a flat Hookup Charge improves administrative efficiency and reduces the
potential for billing disputes related to incremental cost calculations.
IV. CUSTOMER IMPACT
The proposed revisions are not expected to adversely affect customers. While the revised
Hookup Charge may be higher than the approved charge, the proposed tariff revisions provide
greater transparency by identifying:
1. The cost associated with a service connection through a fair hookup charge;
2. Facilities that are installed by the customer;
3. Ownership of assets; and
4. The services included in the Hookup Charge.
The Company is not proposing any changes to ongoing monthly rates.
V. EFFECTIVE DATE
The Company respectfully requests that the revised tariff becomes effective March 1, 2026, or
on such other date as the Commission deems appropriate.
VI. CONCLUSION
For the reasons stated above, Teton Water Company respectfully requests that the Commission
approve the proposed revisions to Schedule No. 2,Non-Recurring Fees and Charges, Hookup
Charge, as filed.

language pertaining to how far in advance the Company can accept the hook-up fees
