MELANSON, DEPUTY ATTORNEY GENERAL DATE: FEBRUARY 17, 2026 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY'S TARIFF ADVICE IN COMPLIANCE WITH ORDER NO. 35583 RELATED TO CHANGES TO SCHEDULE 79; TARIFF ADVICE NO. IPC-TAE-26-01. On January 27, 2026, Idaho Power Company("Company") submitted Tariff Advice No. IPC- TAE-26-01, requesting approval to remove references to its re-weatherization option from Schedule 79 to reflect that funds for re-weatherization are no longer available. Tariff Advice at 4. The Company filed a proposed Schedule 79 and requested a March 1 st, 2026 effective date. The Company began offering weatherization assistance for low-income customers and non- profit organizations in 1989. The program was renamed to Weatherization Assistance for Qualified Customers ("WAQC") in 2005. In Order No. 29505, the Commission established the funding level for WAQC and directed the Company to carry over any unspent funds to the following year. In Case No. IPC-E-22-15,the Company applied to the Commission for approval of a re-weatherization option to the program to address the accumulation of unspent WAQC funds. The re-weatherization option paid for up to one hundred percent of HVAC upgrades in homes that had been previously weatherized through the WAQC program until funds ran out or the Community Action Partnership("CAP")agency contracts ended in 2025. See Order No. 35583. In 2024, the Commission approved changes to the WAQC program which included the elimination of future carryover of program funds and the allowance of additional electric equipment upgrades necessary for completing HVAC upgrades. See Order No. 36402. As a result,the CAP agencies were able to spend most of the remaining accumulated carryover funds and ended 2025 with$22,657. The Company, in alignment with CAP agencies,proposed in the DECISION MEMORANDUM - 1 - FEBRUARY 17, 2026 November IIth, 2025, meeting with the Energy Efficiency Advisor Group to allow the re- weatherization option to expire at the end of 2025 and spend the remaining funds on standard weatherization measures. The attending members did not express any concerns with this proposal. Application at 3. STAFF RECOMMENDATION After reviewing the tariff submitted by the Company, Staff believes the proposed change to remove references to its re-weatherization option from Schedule 79 will help reduce customer confusion. Staff recommends the Commission approve the Company's Schedule 79 as filed.
