HomeMy WebLinkAbout20260212Guideline Compliance Matrix.pdf Order No.36774 Wildfire Mitigation Plan Guideline Compliance Matrix Clearwater Power Company RECEIVED 2026 Wildfire Mitigation Plan FEBRUARY 12, 2026 IDAHO PUBLIC UTILITIES COMMISSION The Wildfire Mitigation Plan ("WMP") Guidelines adopted by the Idaho Public Utilities Commission in Order No. 36774 require that each electric corporation include a section describing how its WMP addresses the requirements of Idaho Code§ 61-1803(3)(a)-(g) and associated Staff recommendations. This Order No. 36774 WMP Guideline Compliance Matrix identifies the section(s) of Clearwater Power Company's ("CPC") 2026 Wildfire Mitigation Plan ("Plan") that address each such requirement. Order No. 36774/I.C. § 61-1803 WMP CPC 2026 WMP Compliance Guideline Requirement I.C.§ 61-1803(3)(a) -Geographical Risk Section 4-CPC's Service Territory and Assessments Asset Overview Section 4.1.1 -Wildfire Risk in the Service Area Section 4.1.2 -Wildland Urban Interface (WUI) Section 4.1.3 - Fire Threat Assessment Mapping Figures 2-8 -Fire History,WUI,and WHP Maps Table 5 -Overview of CPC's T&D Assets within WHP Tiers CPC utilizes USDA Forest Service Wildfire Hazard Potential (WHP) mapping and overlays system infrastructure with defined Low, Moderate,and High risk tiers. Risk assessments are reviewed and updated annually. I.C.§ 61-1803(3)(b) - Preventative Actions Section 2 -Overview of Fire Prevention and Programs Strategies Section 5 -Wildfire Prevention Strategy and Programs Tables 1-3 -Mitigation Programs/Activities Table 6-Activities That Address Wildfire Risk Factors Includes situational awareness, inspections,enhanced vegetation management,operational protocols, system hardening,pilot programs, workforce training,and community education. I.C.§ 61-1803(3)(c) -Public Outreach and Section 6.2 -Community Outreach Engagement Section 5.1.5 -Public Safety Power Shutoff Section 5.1.6-Strategy for Re-energization Describes member communication efforts, wildfire education, outage notifications, and PSPS communication protocols. I.C. § 61-1803(3)(d) - Government Section 6.1 -Preparedness and Response Outreach Planning Section 6.2 -Community Outreach Figure 13 -Fire Protection District Map Coordination with Idaho Department of Lands,U.S.Forest Service,Bureau of Land Management,local fire districts,and emergency management agencies. I.C.§ 61-1803(3)(e) -Method of Line Section 3 -Cost-Benefit Approach Design Section 3.1 -Mitigation Selection Section 5.5 -Fire Mitigation Construction Includes strategic undergrounding,pole treatments,reduced span lengths,avian protection,reclosers,and risk-informed capital prioritization. I.C.§ 61-1803(3)(f) -Situational Section 5.1.1 -Situational Awareness and Awareness and Monitoring Assessment Utilizes USFS-WFAS,National Weather Service,NOAA data,Idaho Wildfire Information,and CPC-owned weather station pilot program to inform operational decisions.
