HomeMy WebLinkAbout20070621min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING JUNE 21, 2007 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Marsha Smith and Mack Redford. Commissioner Kjellander called the meeting to order. The first order of business was approval of MINUTES FROM PREVIOUS MEETINGS on May 29th and June 5th, 2007. Commissioner Kjellander moved for approval of the minutes. A vote was taken on the motion and it carried unanimously. The next order of business was approval of the CONSENT AGENDA. Commissioner Kjellander stated items 10 and 11 would be considered separately. He made a motion to approve items 2 – 9 and 12 – 16. There was no discussion. A vote was taken on the motion and it carried unanimously. Scott Woodbury reviewed his Decision Memorandums regarding items 10 and 11 and provided background information to the Commission on the wind integration adjustment proposals for PacifiCorp, Avista and Idaho Power and the disaggregation issue. He said the companies are comfortable with Staff’s proposed methodology for processing the cases. Commissioner Kjellander made a motion to approve items 10 and 11. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: Donovan Walker’s June 15, 2007 Decision Memorandum re: Idaho Power’s General Rate Case Application, Case No. IPC-E-07-08. Mr. Howell reviewed the Decision Memo. Commissioner Smith made a motion to suspend Idaho Power’s filing, grant the Industrial Customers of Idaho Power’s Petition to Intervene, issue a Notice of Application and schedule an intervention deadline. Commissioner Smith clarified that discovery had already begun and a prehearing conference would be set once the interventions have been granted. There was no further discussion. A vote was taken on the motion and it carried unanimously. Marilyn Parker’s June 12, 2007 Decisin Memorandum re: Formal Complaint of Jim Willson dba Custom Towing and Recovery. Ms. Parker reviewed her Decision Memo. There was no discussion. Commissioner Kjellander made a motion to accept Custom Towing’s formal complaint and issue a Summons to Intermountain Gas directing that an Answer to the complaint be filed. A vote was taken on the motion and it carried unanimously. Commissioner Kjellander stated that the remaining agenda items 19 - 21 under the category of FULLY SUBMITTED MATTERS would be deliberated privately. He then adjourned the meeting.
