Please provide a similar comparison showing the bill impacts to electric LIHEAP recipients and all other residential customers. Please provide the comparison given the usage levels shown on Table No. 9, but with the following: a single energy rate; a first rate block from 0 kWhs to 700; a first rate block from 0 kWhs to 800; and a first rate block from 0 kWhs to 900.RESPONSE: The effect of the four different rate designs would have the same effect whether or not a customer received a LIHEAP grant. See also the Company’s response to Staff-122 for a description of how the Company determined the low, medium, and high usage points.
