SUBJECT: IN THE MATTER OF THE APPLICATION OF IDAHO POWER
COMPANY FOR AUTHORITY TO INCREASE ITS RATES AND
CHARGES FOR ELECTRIC SERVICE IN THE STATE OF IDAHO AND
AUTHORITY TO IMPLEMENT CERTAIN MEASURES TO MITIGATE
THE IMPACT OF REGULATORY LAG; CASE NO. IPC-E-25-16.
IN THE MATTER OF IDAHO POWER COMPANY'S APPLICATION TO
UPDATE CLEAN ENERGY YOUR WAY CONSTRUCTION
AGREEMENT PRICING ELEMENTS BASED ON THE 2025 IRP; CASE
NO. IPC-E-25-24.
BACKGROUND
On May 30, 2025, Idaho Power Company ("Company") applied to the Idaho Public
Utilities Commission ("Commission") requesting authority to increase its rates and charges for
electric service to its customers in the State of Idaho and for associated regulatory accounting
treatment("Case No. IPC-E-25-16").
On July 25, 2025, the Company applied for authority to update pricing elements for all
contracts under its Clean Energy Your Way("CEYW") Construction Program based on data from
the Company's 2025 Integrated Resource Plan("Case No. IPC-E-25-24").
On November 14, 2025, the Commission approved the Company's Application through
Order No. 36847 in Case No. IPC-E-25-24, for authority to update pricing elements in its CEYW
special contracts and agreements and ordered the Company to submit revised tariffs that reflect
the updated pricing elements, as well as the date and Order Number, as a compliance filing.

On November 24, 2025, the Company submitted a Compliance Filing in Case No. IPC-E-
25-24 with updated tariffs for Schedules 26, 33, and 62, with an effective date of December 1,
2025. On December 19, 2025,the Commission issued Order No. 36876 approving the Company's
tariffs and schedules, as filed, effective December 1, 2025.
On December 12, 2025, the Company submitted a supplemental compliance filing
("Supplemental Compliance Filing")in Case No. IPC-E-25-24,requesting the Commission extend
the effective date of the updated tariffs and schedules to January 1, 2026, due to a timing conflict
regarding the implementation of the updated pricing elements.
On December 30, 2025, the Commission issued Final Order No. 36892 in Case No. IPC-
E-25-16, approving proposed tariff sheets in the Company's 2025 General Rate Case, effective
January 1, 2026.
On December 31, 2025, the Company filed a consolidated compliance filing
("Consolidated Compliance Filing") in Case Nos. IPC-E-25-16 and IPC-E-25-24 to update the
tariff sheets impacted by the Supplemental Compliance Filing and Order No. 36892.
On January 5, 2026, the Commission issued Order No. 36900 in Case No. IPC-E-25-24
approving the Company's tariffs and schedules included in the Supplemental Compliance Filing
filed on December 12, 2025, effective January 1, 2026.
On January 23, 2026, the Company filed a supplemental consolidated compliance filing
("Supplemental Consolidated Compliance Filing"). In the December 31, 2025, Consolidated
Compliance Filing, the included tariffs did not reference Final Order No. 36900, approving the
tariffs and schedules included in the Supplemental Compliance Filing that updated the effective
date to January 1, 2026. The Supplemental Consolidated Compliance Filing is intended to ensure
clear alignment between the Commission's orders, effective dates, and the Company's updated
tariff sheets in Case Nos. IPC-E-25-16 and IPC-E-25-24.
STAFF REVIEW
Staff reviewed the tariff sheets included in the Supplemental Consolidated Compliance
Filing filed on January 23, 2026, and believes the tariffs accurately represent the Commission
orders and effective dates approved by the Commission in Case Nos. IPC-E-25-16 and IPC-E-25-
24.

STAFF RECOMMENDATION
Staff recommends that the Commission approve the tariffs included in the Supplemental
Consolidated Compliance Filing, as filed, effective January 1, 2026.
