In attendance were Commissioners Paul Kjellander, Marsha Smith and Mack Redford. Commissioner Kjellander called the meeting to order. The first order of business was approval of MINUTES FROM PREVIOUS MEETING on April 23, 2007. Commissioner Kjellander moved for approval of the minutes. A vote was taken on the motion and it carried unanimously. The next order of business was approval of the CONSENT AGENDA, items 2 – 6. There was no discussion. Commissioner Kjellander moved for approval of the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: Don Howell’s May 1, 2007 Decision Memorandum re: Edge Wireless, LLC’s Application for Designation as an Eligible Telecommunications Carrier, Case No. EDG-T-07-01. Grace Seaman reviewed the Decision Memo. Commissioner Smith asked about the comment period. There was no further discussion. Commissioner Kjellander made a motion to deny ITA’s request for a staff investigation and to proceed with the case using modified procedure. A vote was taken on the motion and it carried unanimously. Howell/Walker’s May 3, 2007 Decision Memorandum re: Palouse River & Coulee City Railroad’s Petition to Abandon 0.2 Miles of Track in Moscow, Case No. PRC-R-06-01. Donovan Walker reviewed the Decision Memo. Commissioner Smith made a motion to approve Staff’s recommendation to hold a telephonic hearing. A vote was taken on the motion and it carried unanimously. Scott Woodbury’s April 26, 2007 Decision Memorandum re: Extension of Schedule 30 Service Agreement, Idaho Power/U.S. Department of Energy, Case No. IPC-E-07-11 (Idaho Power). Mr. Woodbury reviewed his Decision Memo. Commissioner Redford made a motion to approve the extension. There was no discussion. A vote was taken on the motion and it carried unanimously. Commissioner Kjellander stated that the only other items on the agenda, items 10 and 11 under FULLY SUBMITTED MATTERS, would be deliberated privately.
