NEWS RELEASE: Commission is accepting written comments on electric utility's application
seeking waiver of solicitation requirements.
BOISE (Jan. 15,2026)—The Idaho Public Utilities Commission is accepting written comments
on an eastern Idaho electric utility's application for a waiver of solicitation review requirements
in order to proceed with a proposed power purchase agreement(PPA).
Rocky Mountain Power is working on the proposed PPA with US SFR, a subsidiary of
TerraPower, to buy power from a nuclear steam electric generating plant that US SFR is
developing.
The utility is seeking the waiver of the solicitation requirements that were established in a
previous case that came before the Commission.In case number GNR-E-25-01,the Commission
established a requirement that electric utilities would obtain pre-approval before seeking large
generation resources. In certain circumstances, a utility can ask for a waiver.
Rocky Mountain Power said it meets the criteria for a waiver because of the time-sensitive
nature of the plant,the PPA is a unique commercial opportunity with a lack of viable alternatives
and the PPA is a time-sensitive opportunity.
The Commission is accepting written comments on Rocky Mountain Power's application until
March 19,2026. Comments are required to be filed through the Commission's website or by e-
mail unless computer access is not available. To submit comments through the website, visit
puc.idaho.gov and click on the "Case Comment Form" link on the upper left side of the page.
Please use case number PAC-E-25-20 when filling out the form. Comments submitted through e-
mail should be sent to the e-mail addresses listed below. Commenters are required to include
their name, address and case number PAC-E-25-20. If computer access is not available,
comments can be mailed to the Commission and Rocky Mountain Power at the addresses listed
below. Commenters are required to include their name, address and case number PAC-E-25-20 in
correspondence.
