On December 18, 2025, Ziply Fiber of Idaho, LLC, and Ziply Fiber Northwest LLC, both
d/b/a Ziply Fiber (collectively "Ziply") moved the Idaho Public Utilities Commission
("Commission"), under Commission Rule of Procedure 43.031 and Idaho Bar Commission Rule
("IBCR") 227, for an Order approving the limited admission,pro hac vice, of Alan Galloway and
Mark Trinchero in this case. The Motion was signed and attested to by local counsel C. Tom
Arkoosh (Idaho State Bar License No. 2253).
In the Motion, Mr. Galloway and Mr. Trinchero certify that they are active members in
good standing with the bar of the state of Oregon, and that they maintain the regular practice of
law in Portland, Oregon. They further declare that they are neither Idaho residents nor licensed to
practice law in Idaho.
Mr. Galloway, Mr. Trinchero and Mr. Arkoosh certify that a copy of the Motion has been
served on all other parties to this case, and that a copy of the Motion, accompanied by a $325 fee
each and current certificates of good standing, have been submitted to the Idaho State Bar. Mr.
Arkoosh acknowledges that his attendance shall be required at all Commission proceedings in
which Mr. Galloway and Mr. Trinchero appear,unless specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules, including
IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03.
Based on the filings of record and certified representations of Mr. Galloway, Mr. Trinchero and
Mr. Arkoosh, we find that reasonable grounds have been demonstrated to justify the granting of
limited admission of Mr. Galloway and Mr. Trinchero as legal counsel for Ziply. We further find

good reason to excuse the appearance of Mr. Arkoosh in further proceedings in this docket unless
needed by Mr. Galloway and Mr. Trinchero.
CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code,
Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Motion is granted;Alan Galloway and Mark Trinchero
are hereby granted limited admission as legal counsel for Ziply in Case No. CTC-T-25-01.
IT IS FURTHER ORDERED that the attendance of C. Tom Arkoosh is excused from all
further proceedings in Case No. CTC-T-25-01 unless needed by Alan Galloway and Mark
Trinchero.
