NEWS RELEASE: Commission approves electric utility's application seeking power purchase
agreement and energy storage agreement.
BOISE (Dec. 29, 2025)—The Idaho Public Utilities Commission has approved an application
submitted by Idaho Power seeking permission to enter into a power purchase agreement and
energy storage agreement with Crimson Orchard Solar LLC.
Idaho Power said the agreements are designed to help the utility offset projected annual capacity
deficits. The 20-year power purchase agreement will allow Crimson Orchard to provide 100
megawatts of electricity to Idaho Power and the 20-year energy storage agreement will provide
100 megawatts of dispatchable energy storage capacity.
Pursuant to the power purchase agreement, Crimson Orchard will develop, own, operate and
maintain a solar generation facility in Elmore County, Idaho, with an expected capacity of 100
megawatts. Crimson Orchard will provide power to the utility over a 20-year term beginning on
June 1, 2027. Idaho Power said deficits on its system as well as a lack of other viable energy
options continued to support the Crimson Orchard project. The utility also said the power
purchase agreement and energy storage agreement are the least-cost, least-risk resource needed
for Idaho Power to meet its obligations to customers.
The Commission issued an order on Dec. 29, 2025, approving the power purchase agreement and
energy storage agreement. It acknowledged Idaho Power's sustained load growth and the
growing capacity shortfalls that accompany it.
