SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY'S APPLICATION TO
UPDATE CLEAN ENERGY YOUR WAY CONSTRUCTION
AGREEMENT PRICING ELEMENTS BASED ON THE 2025 IRP; CASE
NO. IPC-E-25-24.
On July 25, 2025, Idaho Power Company ("Company") applied for authority to update
pricing elements for all contracts under its Clean Energy Your Way ("CEYW") Construction
Program based on data from the Company's 2025 Integrated Resource Plan("IRP").
On November 14, 2025, the Commission approved the Company's Application, through
Order No. 36847, for authority to update pricing elements in its CEYW special contracts and
agreements and ordered the Company to submit revised tariffs that reflect the updated pricing
elements, as well as the date and number of the Order, as a compliance filing.
On November 24, 2025, the Company submitted a Compliance Filing with updated tariffs
for Schedules 26, 33, and 62, with an effective date of December 1, 2025.
STAFF ANALYSIS
On December 12, 2025, the Company submitted a Supplemental Compliance Filing that
revises the tariffs submitted through its original Compliance Filing on November 24, 2025. The
only revision was to the effective date of the tariffs, changing the effective date from December 1,
2025, to January 1, 2026.
The reason for the revision is because"the pricing components...from the 2025 IRP cannot
be applied as of the December 1, 2025, effective date, as these components, as presented in

Attachment 1 and 2 to the Application, do not begin until January 1, 2026." Supplemental
Compliance Filing at 1. Staff verified that the pricing components in the tariff, which are based
on the Avoided Cost Averages and Mid-Columbia forecasts contained in the 2025 IRP,do not start
until January 1, 2026. Staff maintains from its conclusions in its December 9, 2025, Decision
Memo that the pricing components in the revised tariffs comply with Commission Order No.
36847 and confirms that the updated effective date for the revised tariffs submitted with the
Company's Supplemental Compliance Filing coincides with the timing that the data is based upon.
STAFF RECOMMENDATION
Staff recommends the Commission approve the revised tariffs, effective January 1, 2026,
submitted on December 12, 2025, as filed.
