SUBJECT: IN THE MATTER OF GRASSHOPPER GROUP,LLC NOTICE TO
OPERATE AS AN "OTHER TELECOMMUNICATIONS SERVICE
PROVIDER"; CASE NO. GGL-T-25-01.
On November 24, 2025, Grasshopper Group, LLC ("Company) submitted a Notice of
Intent ("Notice") with the Idaho Public Utilities Commission ("Commission") to operate as an
"Other Telecommunications Service Provider"within the State of Idaho.
STAFF ANALYSIS
Commission Staff ("Staff") reviewed the Notice and attached Exhibits. In its filing
submitted on November 24, 2025, the Company provided notice to the Commission stating that it
intends to operate as an "Other Telecommunications Service Provider" in the State of Idaho.
Application at 1. The Company stated in the Application that it may provide interexchange and
toll resale services to consumers throughout Idaho. Id. at 2. A Certificate of Existence from the
State of Idaho Office of the Secretary of State was included in the Notice. Exhibit A. Additionally,
the Company submitted a registration form or notice form for the Commission and a copy of their
proposed tariff. Exhibits B and C.
Staff noted that the Company is not requesting a Certificate of Public Necessity or an
Eligible Telecommunication Carrier status in this Notice.
RECOMMENDATION
Staff recommends that the Commission acknowledge the Noice submitted by the
Company.
