On May 21, 2025, the Idaho Public Utilities Commission ("Commission") issued Order
No. 36604, granting Red Pheasant Holdings, LLC ("Company") a Certificate of Public
Convenience and Necessity ("CPCN"). The Commission also directed the Company to file a
proposed tariff and other administrative documents.
On August 18, 2025, the Company submitted all but one of the required documents,
including: (1) a tariff; (2) a billing statement; (3) an initial disconnection notice; (4) a final
disconnection notice; (5) a notice of procedure for reconnection; and(6) a summary of rules.
On November 3, 2025, the Company submitted the final required document, a package of
county-approved plat maps that define the Company's proposed service area.
During the Commission's December 9,2025, decision meeting, Staff presented a Decision
Memorandum recommending that the Commission approve the tariff the Company submitted,
effective May 21, 2025. Staff also recommended the Commission issue the Company a CPCN
using the proposed service area attached to Staff s Decision Memorandum as Attachment 1.
COMMISSION FINDINGS AND DECISION
Having reviewed the Company's submissions, Staffs recommendations, and the record,
the Commission finds that the Company has submitted the documents and other information
required by Order No. 36604. We hereby approve the Company's tariff submitted on August 18,
2025, as filed, effective as of May 21, 2025. We also direct Staff to issue the Company a CPCN
using the proposed service area attached to Staffs Decision Memorandum as Attachment 1.
ORDER
IT IS HEREBY ORDERED that the tariff and other documents the Company submitted to
comply with Order No. 36604 are approved with an effective date of May 21, 2025.
IT IS FURTHER ORDERED that the Company's certificated service area shall be that
listed in Attachment 1 to Staffs Decision Memorandum.

THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date upon this Order regarding any
matter decided in this Order. Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. Idaho Code § 61-626.
