AVU-E-25-15 MITIGATION PLAN ) NOTICE OF WILDFIRE MITIGATION PLAN FILING Avista Corporation ("Avista" or "Company"), pursuant to Order No. 367741 issued by the Idaho Public Utilities Commission ("Commission") on September 30, 2025, hereby notifies the Commission that it is providing notice of the Company's filing of its 2026 Wildfire Mitigation Plan ("WMP" or "Wildfire Plan") to the state forester, cities, counties, fire protection districts, Ere protection associations, and timber protection associations within the Company's Idaho service area as required by Idaho Code§ 61-1804(2). A copy of the Company's letter, including a list of entities to which the notice is being provided, is attached hereto as Attachment A. The Company is also including a copy of this Notice with its letter pursuant to Order No. 36774,which provides that"the notice to interested parties required under Idaho Code§ 61-1804(2) shall include a copy of the notice to the Commission of the filing of the WMP ... .i2 The Company notes that the ordering language in this regard differs from the language in Staff s recommendation, which stated that electric corporations should "provide a copy of the notice [to interested entities] 'In the Matter of Commission Staffs Application for Approval of a Filing Process for Wildfire Mitigation Plans,Case No. GNR-E-25-02,Order No.36774(Sep.30,2025). 2 Id. While the Company believes the Commission intended to adopt Staff s recommendation regarding the notice to interested parties required under Idaho Code § 61- 1804(2), the language of the Order appears to contemplate an additional requirement of"notice to the Commission of the filing of the WMP," which should also be provided with the notice to interested entities, and this notice is being provided to satisfy that component. To the extent the Commission did not intend to deviate from Staffs recommendation, the Company respectfully requests the Commission issue an errata to Order No. 36774 aligning the ordering language related to notice under Idaho Code§ 61-1804(2)with Staff s recommendation. A copy of Avista Corporation's Notice of Wildfire Mitigation Plan Filing provided to the IPUC is attached to this letter. This is the fifth edition of Avista's WMP since 2020. The purpose of Avista's WMP is to guide wildfire mitigation strategies and reduce wildfire risk. Avista is focused on the safety of its customers and communities and safely delivering reliable, affordable energy. Avista's 2026 WMP is built around the following key components: • Situational Awareness o Geographic risk assessment o Weather stations o Fire detection equipment o Hourly fire risk modeling • Grid Hardening o Distribution and transmission construction strategies to prevent spark ignitions o Sectionalization of circuits to isolate risk o Improved communication to isolation devices • Enhanced Vegetation Management o Annual inspection and hazard mitigation to address vegetation risk o Fuel reduction partnerships [Insert Recipient's Name] [Insert Date] • Operations and emergency response o Use of protection settings including Public Safety Power Shutoff(PSPS) during critical fire weather o Communication plans o Customer support programs o Education and outreach How to Participate: Avista's 2026 WMP is available for public review and has been presented for IPUC approval. Copies of the filing are available for public inspection during regular business hours at the IPUC's office located at 11331 W. Chinden Blvd. Building 8, Suite 201-A, Boise, ID 83714, or the IPUC's website at www.puc.idaho.gov. Click on the "ELECTRIC" icon, select "Open Cases," and click on Case No. AVU-E-25-15. Interested parties may also subscribe to the IPUC's RSS feed to receive periodic updates about the case via email. Written comments regarding Avista's WMP filing can be filed with the IPUC; comments are required to be filed through the IPUC's website or by e-mail unless computer access is not available.
