LOLL,DEPUTY ATTORNEY GENERAL DATE: DECEMBER 2, 2025 SUBJECT: IN THE MATTER OF THE APPLICATION OF ROCKY MOUNTAIN POWER FOR AUTHORITY TO IMPLEMENT CHANGES TO NON- LEGACY CUSTOMER GENERATORS; CASE NO. PAC-E-25-02. On February 7,2025,Rocky Mountain Power, a division of PacifiCorp("Company") filed an application ("Application") with the Idaho Public Utilities Commission ("Commission") requesting an order approving the Company's proposed changes to its onsite self-generation Electric Service Schedule 136 ("Schedule 136") tariff and approving the Company's proposed export credit rate methodology. Application at 1. On February 27, 2025, the Commission issued a Notice of Application and Notice of Intervention Deadline. Order No. 36482. No parties intervened. On November 11, 2025, the Commission issued Order No. 36845, approving the Company's proposed ECR for customers on Schedule 136, the proposed non-residential project cap of the greater of 100 kw or the customer's peak demand not to exceed 2 MW, and the Schedule 136 tariff language included by the Company in its Reply Comments, which expressly includes the cost of reliability studies as an expense for which self-generation customers are responsible. On November 20,2025, The Company filed a compliance filing correcting the tariff sheets for Electric Service Schedule No. 136. Staff reviewed the Company's updated tariffs and confirmed the filing complies with Order No. 36845.
