Please be advised that you must sign a joint use agreement with Avista Utilities in order to own/operate communication cable on our poles. According to my records I invoiced the current operator for 377 pole attachments in Hope and the vicinity. The pole rental is approximately$10 per pole per year. The rate is subject to change annually. I have attached the Joint Check List for your use. This gives a"snap-shot"of the general requirements of what it takes to become o Joint use customer with Avieta. Even though the TV cable has been installed on the poles for many years, | have also included our construction standards and a design memo. These documents explain the standards we ask all joint users to build to and how to design for any future cable installations. There is also a joint use agreement that would need to be signed between our two companies. After you have reviewed this information and decide if you are going forward with this endeavor, | can send you the agreement for signature. While making your inquiry for the use ofAvista'afacilities, there are a few other items for you to look into before vveare able to sign an agreement with AkPipe. You will need to see ifa franchise io necessary for your use of the poles. Avioho would want to see the granted franchise or a letter from the governing body stating a franchise is not needed if that is the case. There may be permits necessary to obtain. The joint use customer is responsible to obtain rights of way and 4 easements if required. Please see the insurance requirement on the Joint Check list. It is important you note the amount for proof of insurance. I do want to note that I tell all prospective joint use customers some poles on any given cable route may belong to the phone company. You will need to work directly with Verizon if any of the TV cable is attached to their poles. Here are a few more things to keep in mind as you review this situation. There is a forty (40) inch minimum separation clearance from Avista's lowest secondary facilities. If the existing TV and or phone cables are not in compliance on any of the poles you are looking at there could be some make ready expenses. Avista will need to check the communication cables for proper clearance and strength of the poles. There could be some poles that may need to be replaced in order to remedy clearance and/or strength issues. Should we find TV/phone with clearance issues, then the cost might be shared between the existing communication companies. The TV cable you are interested in may have some existing infractions that need correction. You would be taking this cable over on an "as is basis" and would be assuming that responsibility of making sure the cable is to code going forward.
