SUBJECT: IN THE MATTER OF THE APPLICATION OF IDAHO POWER
COMPANY FOR AUTHORITY TO INCREASE ITS RATES AND
CHARGES FOR ELECTRIC SERVICE IN THE STATE OF IDAHO AND
AUTHORITY TO IMPLEMENT CERTAIN MEASURES TO MITIGATE
THE IMPACT OF REGULATORY LAG; CASE NO. IPC-E-25-16.
On May 30, 2025, Idaho Power Company ("Company") applied to the Idaho Public
Utilities Commission ("Commission") requesting authority to increase its rates and charges for
electric service to its customers in the State of Idaho and for associated regulatory accounting
treatment.
On November 5, 2025,the Commission issued a Notice of Amended Schedule and Notice
of Technical Hearing, setting a Technical Hearing in this matter on Tuesday, December 2, 2025,
at 9:00 a.m. (local time). Order No. 36832.
On November 6, 2025, an intervenor, the Federal Executive Agencies ("FEA"), filed a
Motion to Attend the Technical Hearing Remotely and Excuse In-Person Attendance ("FEA
Motion"). The FEA Motion stated that allowing FEA counsel to attend remotely from the
Washington, D.C. metropolitan area would promote judicial economy and avoid unnecessary
travel expenses. FEA Motion at 2.
On November 18, 2025, an intervenor, Idaho Irrigation Pumpers Association, Inc.
("IIPA"), filed a Motion to Have Witness Attend the Technical Hearing Remotely and Excuse In-
Person Attendance ("IIPA Motion"). The IIPA Motion stated that allowing IIPA's witness, Dr.
Kaufman, to appear remotely would promote regulatory economy and avoid unnecessary travel

expenses. IIPA Motion at 2. The IIPA Motion also stated that counsel for IIPA would be present
at the hearing. Id.
No motions have been filed in opposition to the requests.
COMMISSION DECISION
Does the Commission wish to:
1. Grant the FEA Motion and permit FEA counsel to attend the Technical Hearing
remotely and excuse in-person attendance?
2. Grant the IIPA Motion and permit Dr. Kaufman, expert witness for IIPA, to attend
the Technical Hearing remotely and excuse in-person attendance?
3. Something else?
