SUBJECT: IN THE MATTER OF QWEST CORPORATION'S APPLICATION FOR
APPROVAL OF AMENDMENT TO INTERCONNECTION AGREEMENT
WITH WASHINGTON RSA NO. 8 LIMITED PARTNERSHIP C/O
INLAND CELLULAR; CASE NO. QWE-T-25-03.
On September 16, 2025, Qwest Corporation dba CenturyLink QC ("Company") submitted
a request to the Idaho Public Utilities Commission ("Commission") for the approval of an
Amendment to the Interconnection Agreement with the Single Point of Presence ("SPOP") in the
LATA Amendment to the Interconnection Agreement ("Agreement") with Washington RSA No.
8 Limited Partnership c/o Inland Cellular its General Partner for the State of Idaho.
STAFF ANALYSIS
In the filing submitted on September 16, 2025, the Company requested that the
Commission approve the Amendment to the Interconnection Agreement with the SPOP in the
Agreement between the Company and Inland Cellular. Application at 1.
The Federal Telecommunication Act of 1996 requires that interconnection agreements be
submitted to the Commission for approval. 47 U. S. C. § 252(e)(1). The Commission may reject
an agreement adopted by negotiations only if it finds that: (1)the agreement discriminates against
a telecommunications carrier not a party to the agreement; or (2) implementation of such
agreement or a portion thereof is not consistent with the public interest, convenience, and
necessity. 47 U. S. C. § 252(e)(2)(A).

RECOMMENDATION
Staff has reviewed the Company's Application and the Agreement. Staff does not believe
that the Agreement discriminates against any telecommunications carrier that is not a party to the
Agreement or that the Agreement would otherwise be inconsistent with the public interest,
convenience, and necessity. Therefore, Staff recommends that the Commission approve the
Agreement between the Company and Inland Cellular.
