BOISE (Nov. 20, 2025)—The Idaho Public Utilities Commission is accepting written comments on an application submitted by Capitol Water Corporation to increase rates to recoup electricity costs that were higher than forecasted. The utility,which serves 2,536 residential and 276 commercial customers in Boise, is seeking Commission approval to increase the purchased power cost adjustment rate from the current 3.33 percent to 4.61 percent to pay for additional power costs. The purchased power cost adjustment allows Capitol Water to change its rates when power supply costs increase or decrease. If the utility's application is approved as filed, flat-rate customers with a service line of 3/4 of an inch will see an increase of$0.43 per month for the months of May through September, and an increase of$0.19 for all other months in the year. All other flat-rate customers with lines larger than 3/4 of an inch will see a corresponding increase in current rates of 1.28 percent. Metered customers will see an increase of 1.28 percent based on the amount of the customer bill for the minimum charge and commodity charge. Those amounts have been calculated based on current rates. Capitol Water expects the amounts to be adjusted based on the outcome of a general rate case the utility has filed with the Commission. Written comments are being accepted until Dec. 3, 2025. Comments are required to be filed through the Commission's website or by e-mail unless computer access is not available.
