I submitted a comment on your online form but when I clicked submit I did not get any
confirmation that my comment was received. Please see a copy of my comment below:
I recently learned about the proposed kWh rate increase and $15/mo service charge that
has been proposed by Idaho Power. I am strongly opposed to these increases. I find it
interesting that Micron was involved in the decision making process. These large
companies that are taxing the electric grid need to pay for the upgrades to the
infrastructure that are required due to the draw on the systems that their businesses are
creating. It is not right to charge every day families for something that would be
unnecessary if the businesses such as Micron and Facebook and data centers were not
placing such a demand on the system. The kWh increase is bad enough but to also tack on
a $15/mo service charge irrelevant of consumption is completely unacceptable. Our cost
of living has done nothing but go up. Idaho Power has routinely been raising their rates. It
has to be reigned in.

My name is Terrence Johnson, and I am an Idaho Power customer living in Fort Hall. I am
submitting this comment in opposition to the proposed rate increase in Case No. IPC-E-25-
16.
As an everyday residential customer, I am extremely concerned about the financial impact
this increase will have on families like mine. The average increase of$12.13 per month may
not seem like much to Idaho Power, but for many households it matters a lot. especially
with the rising cost of groceries, gas, housing, and everything else we rely on. Many people
are already stretching their paychecks to cover basic needs.
I am also concerned that this rate increase is being used to cover infrastructure upgrades
that are not caused by regular households, but by the growth of large companies,
industries, and new energy projects connecting to the grid. It does not feel fair that

everyday Idaho families are being asked to subsidize the business needs of much larger
corporate customers.Those who create the strain on the grid should pay a proportional
share of the cost, not the people who are already struggling.
This especially impacts low-income families, elders, and rural communities. Many people
in our region simply cannot afford higher utility bills, and Idaho Power needs to explain how
it plans to protect customers who are already behind or barely keeping up.
I am respectfully asking the Commission to:
1. Reevaluate whether residential customers should be paying for infrastructure growth
driven by large commercial users.
2. Provide clear transparency about what is included in this $110 million revenue increase.
3. Consider the burden on regular families, especially those on fixed or lower incomes.
4. Require Idaho Power to expand assistance programs so people are not pushed into
disconnection or debt.
Please consider the real people who will feel this increase the most. Families like mine are
trying to stay afloat, and higher power bills will make life harder for many Idahoans.

Mark Knutson and Robyn Berry, strongly OPPOSE the proposed rate hike increase to
consumers. Any rate hikes should be imposed on the large scale businesses that are here
and also being approved and built all over the Treasure Valley(i.e.: the current and
forthcoming Data Centers including the new$800M Meta Data Center in Kuna, &to Micron
who is expanding and building a $200B Semiconductor plant), and NOT to the citizens.

I am discouraged and frustrated by rate increases, price increases,yet decrease in quality
service, especially as 1, and so many other Idahoans, are on fixed incomes. Even my
retirement"increases" do not match the increases in utilities, medical insurance and bills,
food prices, etc. Enough already! Many citizens are working hard to make do with what we
have; can we please ask the same of our public entities?
I have watched my electric rates continue to increase the past few years, despite my
actions to conserve electrical use in my home. It seems like a useless attempt anymore.
We all need to tighten our belts during these hard times, Idaho Power included!

a fee for hook up, but not a monthly service fee. I have never gotten a cost of living increase
of 7.5% in one year. I think it is reasonable for a 3 or 4% increase and charging only for new
hookups. I also would like the companies building all the Al hardware to pay for the
equipment needed to power it.That should not be on the residential customer. Thank you

Comment: "It is my understanding that Idaho Power is seeking to increase the base charge
per meter to $25 per month.This represents a 250% increase in just a few years, with this
rate being$5 per month not too long ago. As a rural resident with meters on three buildings,
this would mean an increase to$75 per month for my electrical service without any
additional consumption on my part. I cannot imagine what argument can be made to justify
this increase. All three meters are included on a single bill, so overhead for accounting
cannot be the reason. No additional base load is required whether I have one or three
meters, so that cannot be the reason. Perhaps the electrician that designed my residence's
electrical layout is to blame? But that was ten years ago when the charge per meter was $5
per month. I want Idaho Power to make a reasonable profit, but this proposed new meter
charge is simply being greedy. I encourage the PUC to deny the request and maintain the
per meter charge at the present$10 per month. Thank you:'

Comment: "I am an Idaho Resident, born and raised, I am also Indigenous and reside on
my own Indian Reservation. This rate increase is to appease the super wealthy programs,
institutions, and corporations that are putting these constraints on costumers, INL is
nearby and these mining operations, as well as more big-business related infrastructure
coming into Idaho should not be on all of us, real true residents that are not benefiting from
those big businesses. Those big business or communities who USE so much should
experience the rate increase. Rural Idaho does not use what Boise or INL or Melaleuca or
Dairy/Cattle or others use. In fact, this increase harms the elderly, those on low-income,
fixed income, and the prices for anything are insane. I do not agree with this rate increase
and ask Idaho Power to do better. Send those companies and businesses, and YES
churches the bigger bills, not us. Theres no reason to have temple lights all over these
Idaho towns then passing the cost of those non-tax paying groups onto the residents. Idaho
Power, I say NO and I do not agree and on behalf of Shoshone Bannock Tribe's residents I
say no. Otherwise offer us more infrastructure in rural areas, keep our water clean, and
honor our treaty. Heck, we don't even have high speed internet in rural communities, and
the rate increase is out of touch. Do Better. "

Dear Idaho Public Utilities Commission,
There's no need to raise the rate. Switch to nuclear. It's hundreds of times more efficient
and it is much cleaner. Because people are seeing the electricity bill rise, they will likely get
their own panels (which can be tax write-offs in this state) and exit the grid system which is
fraudulently raising their prices. If done in mass, this would remove a large amount of
funding to the infrastructure very quickly. And once someone produces their own energy,
they likely won't plug back in. For the sake of competitive capitalism, please don't tempt
people into a position where they withdraw from utilities. That will leave many people that
need utilities with underfunded programs that exponentially increase in cost. It could
become a total collapse for the living quality of the low and middle class with the flick of
this domino.

While Idaho Power rate increases are to be expected in our growing state, you are wise to
consider carefully the specific reasons leading to rate increase justification with particular
focus on DATA CENTER DEMAND.
Meta, Google, Microsoft, Open Al...the list goes on, are giant entities that are worth trillions
of dollars and have more cash on hand than most countries in the world. They have been
building server barns all along the Columbia River basin for two decades, in search of
cheap hydropower. Now, they are reaching out in Idaho in search of transmission and
MORE power. Their demand for grid infrastructure and electricity is directly tied to their
products and services, storage and compute, the latter of which is growing at lighting
speed due to the advent of Al.
How much of the Idaho Power increase can be attributed to this demand that is growing
exponentially? Are residential electricity rates increasing to subsidize Al profitability?

THE TOP Al COMPANIES, DATA CENTER OWNERS, SHOULD PROVIDE THEIR OWN
POWER! Why not?The irony is that even the entire $199.1 Million initially requested by
Idaho Power could be absorbed by Meta, alone, as a capital expenditure in one year with
almost zero impact on their bottom line or shareholder value.
Word is that these Al companies are becoming concerned about the rate increase
objections they are getting from the public, nation-wide. Certain insiders are suggesting
the Al companies should step up to help pay for the power they need. NOW is the time for
Idaho to push back as official confirmation that they need to participate.

for businesses. Why is it the responsibility of working Idahoans to subsidize big businesses
operations?We are already subsidizing their tax breaks, and now we are expected to pay
more for power-while also paying higher prices across the board for all necessities- and
yet once again big businesses are getting a pass on shouldering the burden they are
responsible for generating? No one is asking for this data center, so why are residents being

Dear Idaho Public Utilities Commission,
Maybe you could raise the rates of the big energy sucking data centers that are moving into
the valley.
Please don't approve any Fixed Service Charge fee increases for residential customers,
small businesses, or farmers—in this case or future rate cases. Idaho Power has already
increased that fee on homeowner power bills from $5 to $15, and going up to $25 or more
would make it one of the highest in the nation. Idaho Power's ongoing attempts to raise the
Fixed Charge fee seem to be motivated by greed and maximizing profit, not by facts or the
best interests of its customers. This is where you come in. As our utility regulators, your job
is to stop this kind of excessive profit-seeking and rein in our monopoly utility to ensure
Idahoans are being charged fair prices. Please do everything in your power to ensure that
these Fixed Charge fees remain reasonable, particularly for low energy users, such as low-
income and energy conscious households, who will be disproportionately harmed by any
increases. Also, please explore the creative rate designs, such as tiered Fixed Charge fees,
that other states are looking at. Thank you.

Subject: Rate increase for Idaho Power
Hello,
My name is Steven Hall; my wife and I live in Meridian. We met after I returned home from
the Air Force. I returned home in Mar. after spending 4 years in the service, we met and
were married Dec 1970, we both worked until we are both retired and in the meantime, we
raised two children who are now both productive members of society. Now are only
income is a SSA checks each month. I'm not complaining but we are not flush with a lot of
money either.
I am writing this letter in regard to the rate increase that Idaho Power wants. I am not
against companies making money but, in my research, I find that Idaho Power just had a
rate increase the It of Jan. 2024. 1 have lived my whole live in the Boise Valley, with the
exception of the 4 years in the Air Force, I was born in Caldwell in 1947 and Graduated from
High School in 1965 from Notus. I have seen the valley explode with people, homes, and
businesses. So, if you find that hard to believe justjump in your car and try driving almost
anywhere in the valley and you'll soon see the results of all the people moving in. That fact
alone is a big increase in Idaho power's revenue. I remember when Idaho Power shutdown
their coal fired plants in Wyoming,why should the public be required to cover that lose of
power generation? It wasn't our decision. It is my contention that if Idaho Power can't keep
up with all the new construction without putting the bill on the ones who are already here,
then they need to add new power generation paid for by the newcomers. After this last
election my property taxes are going up and no doubt almost every thing else, so please
consider the taxpayers and especially the ones like me living on a fixed income, I can't go
to my employer and ask for a pay increase.
