Comment: "There should no increase whatsoever. Idaho is a stock-traded business which
truly serves only its shareholders. However, as a public utility it is to serve the public. First.
Idaho Power urged citizens to use solar to lower costs, etc, but then yanked away the
credits to those who spent thousands to install solar. The base rate should never be
changed for residential customers; usage fees will encourage conservation. To provide a
2% increase to USAGE costs is not unreasonable:'

Comment: "Over the years we have added utility buildings, a well, and small other projects
on our 5 acres in Emmett and decided to add the power via new meters. We have 3 meters
total. That decision was based on a charge of$5/meter. Just recently Idaho power has
gone up to $15/meter and it seems unfair to raise those connections because there is
nothing we can do and those connections were based on a price that frankly should be
Grandfathered in.We are retired and in our later 60's and 70's. We request that Idaho power
honor the price that was quoted to us when we originally made the decision to add the
meters.Thank you for trying to see what you can do for us.

ago, when Idaho Power petitioned to reduce the amount solar panel owners would receive
for the electricity they generated, I warned that solar panel installations would decline
dramatically, along with the energy they generate for the grid.This would cause problems
as the electricity demand continued to increase. Solar energy generated by customers who
install the panels at their own expense can create a significant increase in the power
available for the Idaho Power customers. Has the IPUC asked Idaho Power to restore the
prior credit allowed to solar panel owners?This could be an answer to providing electricity

It is very disheartening to hear that Idaho Power is asking for yet another rate increase after
already being granted one in January. My family is already burdened with over$200 a month
in electricity cost. It is the general feeling of anyone I talk to that this amounts to corporate
greed and nothing less. Someone wants to be able to afford a new car or another multi-
million dollar mansion. The cost of power is not truly as expensive as it is being made out to
be.
Please know that my story is one of thousands in this state. Some on disability, others are
single mothers. Idaho Power does not need to increase the burden upon its customers any
more than it already has. Please help in denying this request.

Last year Idaho Power reduced amount of credit from our solar panels by about 34% and
added a meter charge increase, thus increasing our power bill by approximately the same
percentage,
This year, they want to make about the same changes increasing our bill again
approximately 34%.
Other customers are being quoted a lot lower increases over the past 2 years.This to me is
discrimination against customers with solar panels that were installed the past 3 years or
so. Older installation are not being charged these changes.
Personal solar should be helping electrical production for the state, not hindering it.
Idaho Power stated that Micron, City of Boise, and another big user agree to the new
changes, but, I believe, they are getting better contracts, lot lower rates, than the overall
general customers.
Please help people like us not pay higher fees in order to help large users pay a lot less and
developers not pay the actual true costs for their growth.

I am writing in regards to the above case number.
We are seniors, one of us is legally disabled. I am very concerned about another price
increase for next year.
Since January 2025, the American people have been asked to absorb several price
increases. Our water utilities have been increased. Tariffs have been placed on food,
medicine, paper products, and it seems, on agricultural produce, and most everything
found in a grocery, drug, and retail store for clothes.The interest rate has increased, making
Loans and/or credit issues more expensive. Housing has increased, as well as clothing and
footwear.
Most recently, our healthcare has tripled since last year!
As seniors, with my husband anticipating two separate surgeries, with recovery in between,
and I being disabled, we are in our 70's and unable to work.
With your increase, we are dreading just one more increase in our small budget. I am
asking, sincerely, to re-evaluate this rate increase!!We're unable to come on Thursday
night to join other people in our community, to please not add, what seems to me, to be
unaffordable.You must admit that the minimum wage in Idaho remains at$7.25/hr, well
below the average in this country.

forthcoming Data Centers including the new$800M Meta Data Center in Kuna, &to Micron
who is expanding and building a $200B Semiconductor plant), and NOT to the citizens.

drastic, placing an undue burden on customers. If new development is the cause for a
majority of these increases, they need to pay for the infrastructure improvements.
Developers need to pay for the massive profits they are making, not current residents.
Fortune 500 companies such as Facebook and Micron also do not need to be subsidized by
the residents of Idaho. This should be an embarrassment to the IPUC treating their fellow
neighbors in such a manner. Idaho is not California, and I am very hopeful that it does not

Stop making ordinary citizens pay higher prices due to data centers and other
mismanagement. These data centers need to be energy neutral on the grid by making their
own power at sight, through green power alternatives that are cheaper than fossil fuels.
Why is Idaho Power not looking at all the geothermal energy that can be created in Idaho?
Make the large consumers pay more.They're using more.
Please don't approve any Fixed Service Charge fee increases for residential customers,
small businesses, or farmers—in this case or future rate cases. Idaho Power has already
increased that fee on homeowner power bills from $5 to $15, and going up to $25 or more
would make it one of the highest in the nation. Idaho Power's ongoing attempts to raise the
Fixed Charge fee seem to be motivated by greed and maximizing profit, not by facts or the
best interests of its customers. This is where you come in. As our utility regulators, your job
is to stop this kind of excessive profit-seeking and rein in our monopoly utility to ensure
Idahoans are being charged fair prices. Please do everything in your power to ensure that
these Fixed Charge fees remain reasonable, particularly for low energy users, such as low-
income and energy conscious households, who will be disproportionately harmed by any
increases. Also, please explore the creative rate designs, such as tiered Fixed Charge fees,
that other states are looking at. Thank you.

Dear Idaho Public Utilities Commission,
we are already doing our best to keep our costs down, but you aren't helping us. Many
people will have to put on several layers just to keep warm during the winter months. You
want to more than double the Fixed Service Charge Fees, and I personally feel that is way
too much. I know there has been an increase of people moving to Idaho, but there has to be
a better way especially now. You need to do like us and try to keep the fee down to a

To whom it may concern,
I, Jane Powell, strongly oppose the power rate hike to consumers.
As the increase is due to large-scale businesses that are here, and being approved for the
Treasure Valley, i.e, the current and forthcoming Data Centers, including the new
$800M Meta Data center in Kuna and to Micron, which is expanding and building a $200B
semiconductor plant, the increase should be charged to them and not the existing
consumers.
They are the cause.
I am on a fixed income and will not be able to pay higher rates, and others like me will be
put in a situation where we would be unable to heat and cool our homes.
It is unethical to pass the costs to the rest of us.

My name is Leela Abrahamson and I am a full-time working mother who is also going to
school. I am doing everything I can to build a better future for my children, and every month
feels like a balancing act. Groceries cost more, gas costs more, rent is high, and now this
rate increase adds another burden on families who are already stretched thin.

An extra $12 a month may not seem like much on paper, but when you are raising kids,
trying to keep the lights on, studying at night, and working full-time, every dollar matters.
skip things for myself so my kids don't have to go without. I plan every bill carefully. A higher
power bill means something else in our home has to be cut.
I'm also worried that families like mine are being asked to pay for infrastructure upgrades
that we did not cause. Large companies and major users create the demand on the grid,
not regular households just trying to survive. It doesn't feel fair that moms, students, and
Low-income families are being asked to carry this cost.
I'm asking the Commission to think about families like mine. Please look at how this
increase harms working parents and students, and consider placing the burden on the
businesses that actually drive the need for expansion.
