Dear Commissioners:
Thank you for conducting a public comment session in Twin Falls in October regarding the above referenced case. This
was an important opportunity for the citizens of the Magic Valley to voice their concerns regarding SWIP-N in person to
the Commission. My testimony that evening was from a personal perspective, but I wish to make a statement for the
record on behalf of the Friends of Minidoka (FoM).
FoM is the donor supported non-profit partner with the National Park Service for the Minidoka National Historic Site
(MNHS) in Jerome County. I do not wish to detail the history of MNHS in this letter, but I encourage you to visit the site
in person when in southern Idaho and our website www.minidoka.org to educate yourselves about this grave period in
Idaho's history and American history.
FoM is well aware of the 2010 congressional re-route of SWIP-N. The re-route pushed the transmission west to avoid
going directly over the site. However,the immersive experience for descendants, survivors and visitors would be
immensely degraded were the transmission line and towers be located within 1.5 miles of the entrance to the site which
has been determined to be the case. The purpose of our letter is to implore you to require Idaho Power as a condition to
the Commission granting the desired Certificate of Public Convenience and Necessity in the SWIP-N project that IP and
GBT must work with the Friends of Minidoka to reach a satisfactory solution to the concern stated.
It is very difficult to describe the emotional effect visiting a site of conscience such as MNHS has on people and what
such intrusions as power lines has on the experience. The vast open environment of the confinement site was part of
the prisoner experience for those incarcerated and a great part of the mission of Friends of Minidoka is preservation of
the site and the visitor experience.
In conclusion, we ask that if the CPCN is granted,the Commission will respect the significance of Minidoka National
Historic Site and include a condition that will protect and preserve the site to the satisfaction of Friends of Minidoka.

To Idaho PUC,
The Application for CPCN with Idaho Power and LS Power subsidiary Great Basin Transmission needs delayed
to be investigated. Is there a the conflict of interests with undisclosed parties/partners/agencies/ISO's
involved?The possibility of backdoor arrangements involved at State, Federal and County levels needs to be
investigated and cleared or addressed. The recent article about whistleblowers, and the loss of independence
from influence at the State Level is unsettling our trust in the decisions made at IPUC. To allow a partnership
with a public utility and a private equity company does not protect our State of Idaho residents, private Land
owners and rate payers. It will join us with CAISO. The 1321-1 legal battles in Oregon with Eminent Domain. The
attempt of Idaho Power trying to recover 2.3 million in fees from the State of Washington Policy with their
partnership with PacifiCorp has made me feel vulnerable. Maybe my lack of confidence in IPUC is unwarranted
but an investigation would help restore my/our trust in this Agency and its Governor Appointed Board.
Nevada Energy has been ordered to refund money to ratepayers for improper billing. They have billed their
customers millions of dollars to build the SWIP N Line.
Please suspend Case IPC-E-25-08.
Also the rate increase with case IPC-E-25-16. To increase the service fee five fold since 2023 is economically
detrimental especially with additional rate increases.
