HomeMy WebLinkAbout20251118Decision Memo.pdf DECISION MEMORANDUM TO: COMMISSIONER LODGE COMMISSIONER HAMMOND COMMISSIONER HARDIE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: ADAM TRIPLETT DEPUTY ATTORNEY GENERAL DATE: NOVEMBER 18, 2025 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY'S APPLICATION TO IMPLEMENT THE RESIDENTIAL AND SMALL FARM CREDIT RATE EFFECTIVE JANUARY 1, 2026, THROUGH DECEMBER 31, 2028; CASE NO. IPC-E-25-34. On November 7, 2025, Idaho Power Company ("Company") applied for authorization to implement the Bonneville Power Administration's ("BPA") residential and small farm energy rate credit from January 1, 2026, through December 31, 2028. The Company's proposed credit rate would result in a $19,888,200 decrease to eligible customers in Idaho. The Company asks that its Application be processed under Modified Procedure and requests an effective date of January 1, 2026. 2026-2028 RESIDENTIAL AND SMALL FARM RATE ADJUSTMENT The Company proposes to implement a rate credit of 0.0305 cents per kilowatt-hour ("k)"") which represents the Company's Idaho portion of benefits from the BPA Residential Exchange Program. Currently, the rate in Electric Service Schedule 98 - Residential and Farm Energy Credit is 0.3447 cents per kWh. The proposed credit would apply to customers in rate Schedules 1, 3, 5, 6, 7, 8, 9, 15, and 24. STAFF RECOMMENDATION Staff recommends that the Commission issue a Notice of Application and Notice of Modified Procedure, establishing a December 9, 2025, public comment deadline, and a December 16, 2025, Company reply deadline.
