BOISE (Nov. 17, 2025)—The Idaho Public Utilities Commission has issued an order setting the export credit rate for Rocky Mountain Power customers who have onsite generation systems such as solar panels. Customers who generate excess energy from the panels export it to Rocky Mountain Power's grid and receive a financial credit. In the utility's application to the Commission, it proposed changing the value of credit for exported energy from a retail rate, valued between 7 and 18 cents per kilowatt-hour for residential customers, to a time-differentiated financial credit that would on average be approximately 4 cents per kilowatt-hour. Rocky Mountain Power said it proposed the export credit rate change to avoid subsidization from customers without onside generation to customers with onsite generation. The Commission approved a time-differentiated export credit rate with an average value of 4.2 cents per kilowatt-hour. The average residential onsite generation customer will see a bill increase. The amount of the increase will depend on the amount of energy customers export to Rocky Mountain Power's grid, the time of day the energy is exported as well as the time of year the energy is exported. The new export credit rate applies to non-legacy customers. The Commission previously granted legacy status, or grandfathered customers who had onsite generation systems installed prior to October of 2020. Customers who installed onsite generation systems since then have non-legacy status and have been compensated under a different structure that is subject to change. In the order issued Nov. 14, Rocky Mountain Power was directed to use the new export credit rate until filing for an update on July 1, 2028. The proposed export credit rate in the utility's 2028 filing will be calculated using an average of data from the three prior years.
