BOISE IDAHO, TUESDAY JUNE 30 20]-5 7:00 P. M.
COMMISSIONER KJELLANDER: We11, good evenj-ng.
This j-s the time and place for a telephonic hearing in
Case Nos. IPC-E-15-01, AVU-E-15-01, PAC-E-15-03. My name
is Paul Kjellander. I am the Chairman of this evening's
telephonic public hearing. To my l-eft, which you can't
see on the telephone, is Commi-ssioner Kristine Raper.
Commissioner Mack Redford is excused from these
proceedings and wil-I have an opportunit.y to review the
record once it's final-ly submitted to the Commission as
we head towards deliberation.
The purpose of tonightrs hearing is to take
testimony from the public regarding this case. This is
an opportunity for members of the public to get their
statement entered in the record to ul-timately assist the
Commission in its del-iberative process.
As further background, the Commission serves in
a similar capacity as a District Court and we generally
fol-Iow District Court ru1es. We're here this evening to
help create a fu1ly developed record. We are not here
today to pass judgment on comments or statements made for
the official record.
The Commissioners serve as judges and

accordingly, we do not answer questions related to the
case other than questions regarding procedure. The
Commission will not begin to deliberate on the merits of
this case until the offlcial record i-s closed.
Additionally, the Commission, like judges, only speaks
through its Orders as it relates to final rulings in this
matter.
Tonight's hearing, as I mentioned, is a
telephonic hearing. AIl cal-l-ers will- be placed on mute,
but you'Il still be abl-e to l-isten to the hearing. Al-1
calls wil-l be taken in the order in which they came in.
When it's your turn to testify, you'Il hear a prompt that
says your line is now unmuted. You will- then be asked by
our Staff attorney to state your name and address after
which you will be able to present your testimony to the
Commissioners.
There is a court reporter here who will- take
down your testimony. After you testify, you will again
be muted, but you wj-11 stil-I be able to listen to the
rest of the hearing. If when your line is unmuted and
you decide not to testify, just say pass and werll move
on to the next caller.
At present, there are no callers on the l-lne.
We hope that there wil-l- be some. We wil-I stay here live
for at l-east another 15 minutes, and we al-so have several

parties to the case, but given the fact that a1l parties
were recognized during the technical hearing, we won't
require any specific notificatlon unless for purposes of
identification parties to the case wish to be identified.
If so, we would be happy to get that on the record.
Otherwise, we will go off the record until such time as
we have a cal-ler.
At approximately 15 minutes past the hour of
7:00 o'cIock, which is now roughly 10 minutes away, if we
have no cal-Iersr w€ wiII come on and officialty adjourn
this proceeding, so with that said, we are officially off
the record.
(Recess. )
COMMISSIONER KJELLANDER: We'11 go back on the
record. Officially for the record, we opened up the
hearing at about a minute past the top of the hour, but
we haven't had any cal-l-ers who were on the l-ine to
testify. We do recognize that the telephone bridge does
work as we had a call-er who's a member of the parties
join us during our recess to just l-et us know that it
works.
One of the things that we intend to do as a
Commission is to further investigate the use of
telephonic hearings and al-so perhaps investigating the
opportunity to deploy our own system so we have more

control of thatr ds well as any messages that may be
associated with the initial- access to the prompts that
might be on that system, sor agaJ-n, we certainly are not
abandoning our desire to look at telephonic hearing as a
piece of our process, but also recognize that tonight we
did not have any participants and wiII continue to
explore the value of telephonj-c hearing, as well as the
opportunity to control our own system and perhaps our own
messages that may be there when people call in.
Viith that said, we will conclude this
telephonic hearing and officially, then, this portion of
the proceeding is closed as far as the record is
concerned. We gave until- July 10th for partl-es to the
case to get in their requests for intervenor fundj-ng, and
we mentioned today during our public hearing that it is
our hope, to the extent that we can and the record is
officially finalized and fu1ly presented to the
Commission, that we can begin deliberation and perhaps
have a final Order out in this case by the end of ,Ju1y,
so wlth that, thj-s telephonic hearing is concluded.
